The Payroll/Billing Specialist assists the Finance department in all matters pertaining to Payroll and Billing. The Payroll/Billing Specialist works under the direction of the Controller and Chief Financial Officer (CFO) and takes direction from the same. The Payroll/Billing Specialist is tasked with ensuring accurate and timely submission, collection and payment of all billing accounts on behalf of the Agency. Additionally, they are tasked with Payroll duties for the Agency as well. The Payroll/Billing Specialist should structure their time in a manner that allows them to be available during normal business hours as well as meetings and other such events that may include evenings or early mornings as requested. At all times, the Payroll/Billing Specialist must comply with licensure and/or provider compliance requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supports the agency’s finance department by serving as the primary billing, accounts receivable, and Payroll specialist. Ensure that all billing and payroll duties are accurately recorded, submitted, and payment received promptly and that Payroll is done timely. Responsible for maintaining up-to-date knowledge of changes to the billing processes required to ensure receipt of payment. Responsible for maintaining up-to-date knowledge of payroll process to maintain compliance. Interaction with all clients and staff will comply with individual rights and agency policies. At all times, the rights of clients and staff will be respected.
- Review Deputy file/time sheets for accuracy prior to submission of bills to external agencies
- Reconcile all incoming funds with bills submitted ensuring accuracy or making corrections as needed or required
- Enter data into the MRC (Monthly Rate Calculator) through MSS (Medicaid Service System)
- Review the Cost Projection Tool, Staffing Patterns, and Unscheduled hours for errors
- Review and approve ISP’s for hours and billing as needed or required
- Maintain detailed records of disbursements and receipts as required
- Assist in processing bi-weekly payroll, including bonuses, overtime, and deductions ensuring compliance with federal, state, and local wage/hour laws
- Input/import payroll entries, leave requests, salary employee timesheets, and mileage in a timely manner
- Enter new employee data information into finance software and utilizing software to answer calls and emails as well as to verify employment
- Generate reports/correct and resubmit rejected billing/track and utilize client billing costs
- Communicate with staff and co-workers informing them on all matters related to billing/payroll issues at the discretion of the Controller and/or CFO
- Is organized, efficient, and able to prioritize tasks to ensure timely submission and collections of all accounts and payroll
- Maintains confidentiality of client billing information and payroll information follow established HIPAA guidelines
- Maintains and organizes billing records, finances, and other documentation in an efficient manner
- Provides excellent customer service reflective of Frontier Community Services’ core values
- Interact with others in a positive, professional, and supportive manner within and outside of the agency ensuring all parties are informed on all pertinent matters related to Payroll/Billing
- Comply with all duties, policies, procedures, protocols as well as all written or verbal directives including all other training compliance requirements.
- Complete all forms within reporting requirements such as: time sheets, leave forms, accident/incident reports, etc.
