INTRODUCTION
This position is responsible for leading the execution and performance monitoring of social health priorities for the organization. This involves enterprise-wide leadership for benefit delivery and operations across lines of business, and working collaboratively with CCO leaders, delivery system partners, and social service agencies to develop and implement social health levers in order to address the social needs of our members. Time is focused on business group oversight, as well as enterprise-wide engagement as this position promotes high inter- and intra-departmental collaboration and integration to advance initiatives. Primary duties include operational planning and oversight, as well as resource, relationship, and people management. This position provides input into strategic plans for the broader organization.
This is a hybrid position with the expectation to come to the downtown Portland office 2-3x per week. Priority given to candidates located in Portland Metro.

$142,020.00 - $173,580.00

ESSENTIAL RESPONSIBILITIES
Technical/Operational Leadership
- Provides operational leadership and oversight of the organization’s social-based services for CareOregon members.
- Drives the implementation of the Social Health Strategy:
- Develop, implement, and monitor the Health Related Social Needs Benefit
- Optimize the Flexible Services program and coordinate with operational partners
- Utilize data to drive strategy and quality improvement
- Optimize closed-loop social needs referral technology
- Support delivery system in implementing and sustaining social needs payment transformation models
- Establish meaningful community partnerships and direct technical assistance delivery include contract development and member eligibility protocols.
- Direct meaningful evaluation for social health programs
- Develop and support a high quality and diverse workforce to meet members’ social health needs
- Provides oversight of Medicaid and organizational policy compliance across all areas of responsibility, informed by deep expertise in Medicaid regulations, emerging developments, and applicable social needs laws.
- Designs and implements team performance monitoring system to ensure program effectiveness, fidelity to best practices, and regulatory compliance.
- Implements internal systems and measures to ensure effective, efficient and compliant operations; leads innovation and continuous improvement.
- Utilizes available resources to accomplish the goals set out in the strategy and works closely with regional leadership to deploy interventions and strategies in regionally meaningful ways.
- Leads the team effectively through change; regularly and proactively communicate with leaders and staff regarding impending external and internal change. Include front line staff whenever possible in designing solutions to effectively navigate change.
- Collaborates with other CareOregon departmental leaders to develop cross-departmental social health strategies that leverage multiple disciplines and promote efficiency for the organization.
- Collaborates with delivery system leaders within all CCO regions to build a strong foundation of social health services support for CareOregon’s statewide primary, secondary and tertiary delivery systems.
Strategic/Operational Planning
- Leads the development of vision, goals, and strategic plans for the team.
- Provides input into the strategic plans of the organization.
- Develops annual team goals that align with organizational strategic goals in collaboration with the Vice President, Social Health.
- Develops short and long-term plans and policies; oversees the development and execution of standard operating procedures.
- Maintains a business unit view while establishing department priorities, being cognizant of broader business unit and organizational impacts.
Financial/Resource Management
- Participates in PHP budget process annually, and provides financial stewardship for social health benefits and programs including budgeting, forecasting, and cost containment.
- Recommends budgets in alignment with short and long-term plans.
- Manages resources to ensure priorities are accomplished.
- Recommends changes which result in more effective use of resources and cost containment.
- Ensures approval for budget variances as required.
- Approves resource allocations within budget, including people, finances, and timelines; make decisions on exceptions.
Relationship Management
- Leads effective communication system for work group(s), ensuring a collaborative culture.
- Builds and ensures effective relationships across internal teams, delivery systems, and external organizations for integration and strategic alignment.
- Develops and maintains partnerships with community-based social service organizations to assure CareOregon can leverage and improve access to upstream non-medical health-enhancing services for its members.
- Partners with internal leaders and managers in identifying improvement plans and processes.
- Represents CareOregon in external meetings and functions, providing productive leadership presence and effectiveness.
Employee Supervision
- Directs team(s) and establishes team direction and goals in alignment with the organizational mission, vision, and values.
- Identifies work and staffing models; recruits, hires, and oversees a team to meet work needs, using an equity, diversity, and inclusion lens.
- Identifies department priorities; ensures employees have information and resources to meet job expectations.
- Leads the development, communication, and oversight of team and individual goals; ensures goals, expectations, and standards are clearly understood by staff.
- Manages, coaches, motivates, and guides employees; promotes employee development.

- Ensures team adheres to department and organizational standards, policies, and procedures.
- Evaluates employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action).
- Performs supervisory tasks in collaboration with the People & Culture department as needed.

EXPERIENCE AND/OR EDUCATION
Required
- Minimum 10 years’ experience in social health and/or community health settings
Preferred
- Minimum 4 years' experience in a supervisory position
- Minimum 5 years’ experience in the housing or food services sector
- Experience working with or for a health plan or Coordinated Care Organization (CCO)
- Advanced training and/or coursework in a field related to the position
