INTRODUCTION

We are seeking a UTILITY (Transmission & Distribution) AND SUBSTATION ESTIMATOR to support our growing New England Utility business located in Lewiston, Maine.
This is a hybrid position with work from home and in the office as needed to support collaboration and teamwork in the preparation of proposals and bids.
ROLE AND RESPONSIBILITIES
- Review and incorporate historical data from past projects, subcontracts, productivity analysis reports, etc. into unit and man-hour figures.
- Review contracts, proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of the estimate.
- Prepare estimates by calculating the complete takeoff of the scope of work.
- Coordinate total estimating effort relevant to a particular bid/project.
- Review all final estimate packages with operations personnel prior to formal quotation to ensure accuracy and completeness.
- Participate in bid strategy and presentation meetings as requested.
- Support Corporate and Regional personnel in preparation of estimates. Provide technical support as necessary.
- Manage subordinate estimating team members. Build the team as necessary.
- Maintain files of working documents as back-up for estimate figures.
- Assist in developing and supporting the proposal response. Includes writing work plans, schedule development, and other technical responses.
- Manage RFP process for necessary suppliers and subcontractors.
- Interface with owner, A/E, partners, or other contractors to provide engineering and cost data to assist Operations in the final evaluation of bid/proposal.
- Follow awarded contracts – may include estimating extra work items, change orders, credits, procurement of material etc.
- Facilitate contract handoff to PM/Operations. Includes job cost tracking set-up, development of revenue recognition units, and productivity analysis reporting.
- Assume additional duties and responsibilities as reasonably assigned by management.
BASIC QUALIFICATIONS
- Excellent written communication skills. Proficient with computers, particularly Microsoft Office applications, including the ability to type.
- Strong interpersonal and verbal communication skills and the ability to effectively communicate with a range of diverse individuals.
- Works efficiently under tight timeframes, responds to requests in a timely manner, communicates effectively as a team player.
- Understands the importance of being able to multitask.
QUALIFICATIONS
- Bachelor's degree in engineering, construction discipline or equivalent work experience.
- 5+ years' experience in Distribution and Transmission estimating.
- Experience utilizing electrical estimating software (AccuBid, B2W, Bluebeam or similar).
- Understanding of electrical transmission, distribution, and substation experience from 12kV to 345kV.
- Thorough understanding of labor risk factors including, but not limited to, location, weather, labor availability, installation difficulty, and scheduling.
- Advanced knowledge of all standard electrical systems in Transmission and Distribution construction projects.
- OSHA 10 or OSHA 30 construction safety certification required, or willingness to obtain.
- ASPE Certified Professional Estimator (CPE) or AACE Certified Estimating Professional (CEP) designation a plus, not required.
- Prior experience working with Northeast utility owners (Eversource, National Grid, Avangrid, CMP, Versant Power, or similar).
- Familiarity with utility owner bid forms, unit price schedules, and owner-furnished material structures.
- Familiarity with IBEW collective bargaining agreements and prevailing wage/Davis-Bacon requirements.
- Experience analyzing historical job cost data and applying it to future estimates.
- Exposure to Earned Value Management or project controls concepts.
