INTRODUCTION

The New Mexico Regulation and Licensing Department (RLD) regulates approximately 500,000 individuals and businesses across 35 industries, professions, and trades throughout the state. RLD’s mission is to ensure New Mexicans receive quality services from qualified individuals and businesses while maintaining a fair, efficient, and timely administrative process. The Administrative Services Division (ASD) provides agency-wide support through Financial Services, Human Resources, and Information Services. ASD supports RLD’s divisions, boards, commissions, and the Board of Licensure for Professional Engineers and Professional Surveyors. The Financial Services Bureau provides fiscal oversight, financial support, accounting, budget management, and guidance to ensure fiscal responsibility across the department.

ROLE AND RESPONSIBILITIES

The Chief Financial Officer (CFO) serves as a Co-CFO for both the New Mexico Regulation and Licensing Department (RLD) and the Board of Licensure for Professional Engineers and Professional Surveyors (BLPEPS), providing executive leadership and strategic direction over accounting, budgeting, financial reporting, procurement, internal controls, compliance, and audit functions. Working collaboratively with the Administrative Services Division Director/Co-CFO, this position shares responsibility for the overall financial strategy, fiscal accountability, and stewardship of public resources for both organizations.

The CFO is responsible for ensuring sound financial management practices and compliance with all applicable state and federal laws, regulations, and fiscal requirements, including the Public Finance Rule, Model Accounting Practices established by the Department of Finance and Administration (DFA), federal grant requirements, and generally accepted governmental accounting standards. The position serves as a principal financial advisor to agency and board leadership, providing strategic guidance on fiscal policy, budget development, financial risk, resource allocation, and operational impacts.

The CFO leads the financial integrity efforts by developing, implementing, monitoring, and continuously improving internal control systems that safeguard public assets, ensure accurate financial reporting, and maintain accountability throughout the organizations. Key areas of oversight include accounting operations, financial reporting, budget development and execution, procurement, audit readiness, federal grant compliance, financial forecasting, and coordination with oversight agencies. The position oversees annual financial statement audits, manages responses to audit findings, ensures corrective actions are implemented, and promotes continuous improvement in financial operations and regulatory compliance.

In addition, the CFO provides direct leadership and supervision to Financial Services Bureau staff. Responsibilities include establishing priorities, assigning work, evaluating performance, providing technical guidance and professional development, making personnel decisions, ensuring compliance with fiscal policies and internal controls, and implementing succession planning efforts to maintain continuity of operations.

The CFO also provides executive leadership over procurement operations, contract administration, and financial support services. As a Co-CFO, this position works in partnership with the ASD Director/Co-CFO to execute the financial initiatives, goals, and policies established by the Governor, Superintendent, Board leadership, and agency management while ensuring the long-term financial health, operational efficiency, transparency, and regulatory compliance of both organizations.

Essential Functions:

• Direct and oversee all accounting, budgeting, financial reporting, procurement, and audit activities.
• Develop, prepare, execute, monitor, and forecast operating budgets, ensuring expenditures align with legislative appropriations, strategic priorities, and applicable state and federal requirements.
• Review and approve financial transactions, budget adjustments, procurement actions, contracts, and financial reports to ensure accuracy, compliance, and fiscal accountability.
• Establish, implement, monitor, and improve internal control systems, fiscal policies, and business processes to safeguard public resources and promote efficient operations.
• Coordinate and oversee the annual financial statement audit, including preparation of audit schedules, responses to auditor inquiries, corrective action plans, and resolution of audit findings.
• Ensure compliance with state and federal laws, regulations, DFA directives, grant requirements, and statewide accounting standards.
• Analyze financial data, identify trends and risks, and provide recommendations to executive leadership regarding budgetary, operational, and strategic decisions.
• Prepare and present financial information to executive leadership, oversight agencies, legislative staff, boards, commissions, and other stakeholders.
• Serve as the primary financial liaison with the Department of Finance and Administration (DFA), Legislative Finance Committee (LFC), State Auditor's Office, external auditors, and other governmental entities.
• Supervise Financial Services Bureau staff, including assigning work, establishing priorities, monitoring performance, providing technical guidance, conducting evaluations, and supporting employee development.
• Coordinate financial operations with agency divisions, Boards and Commissions, and external partners to ensure consistent application of fiscal policies and procedures.
• Lead continuous improvement initiatives related to financial management, reporting, budgeting, procurement, and compliance activities.

CUSTOMERS

Both New Mexico Regulation and Licensing Department and the Board of Licensure for Professional Engineering and Professional Surveyors leadership, divisions, employees as well as constituents of the State of New Mexico.

MINIMUM QUALIFICATIONS

Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include two (2) years of experience with PeopleSoft: Oracle Financials or similar software system; and to include three (3) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.

EMPLOYMENT REQUIREMENTS

Must possess and maintain a valid Driver's License and a current Defensive Driving Certificate. Employment subject to a successful background investigation.

WORKING CONDITIONS

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Sitting, standing, bending, reaching and the ability to lift up to 25lbs. is required. In state travel may be required as needed.
