AdaptiveVets Solutions is seeking a Software Asset and License Manager to establish, implement, and manage the enterprise software asset and licensing program for the Department of Veterans Affairs (VA).
This role ensures full software license compliance, end-of-support lifecycle governance, and audit readiness for a large-scale Federal cloud platform.
Key Responsibilities
- Establish and maintain the enterprise software asset management program including software inventory, license compliance, and lifecycle governance.
- Develop and deliver Program Increment (PI) Software Version Posture Reports documenting all software products, current versions, latest available versions, EOS/EOL dates, and planned upgrade windows.
- Track and enforce VA Technology Reference Model (TRM) compliance and ensure no software operates beyond end-of-support or end-of-life milestones.
- Manage license renewal forecasting, vendor maintenance agreements, utilization tracking, and contract compliance.
- Coordinate software upgrade planning, technical risk assessments, and phased upgrade execution through sandbox, staging, and production.
- Support software audit readiness activities, producing evidence packages and compliance documentation.
- Identify and recommend software licensing optimization opportunities to reduce cost and risk.
- Coordinate with the Configuration Manager, DevSecOps teams, and platform engineers on software lifecycle governance.
Required Qualifications
- Bachelor's degree in IT, Engineering, Business, or related field (4 additional years of relevant experience may substitute)
- 7+ years of software asset management and license compliance experience for large-scale enterprise IT programs
- Experience managing software version posture reporting, TRM compliance tracking, and EOS/EOL lifecycle governance
- Familiarity with Federal software asset management requirements and VA software governance standards
- Strong organizational skills for maintaining software inventories, renewal calendars, and compliance records
Preferred Qualifications
- Certified Software Asset Manager (CSAM) or equivalent ITAM certification
- Experience with VA TRM compliance and VA OIT software governance processes
- Familiarity with AWS GovCloud software lifecycle management
Education:
- Bachelor's degree in IT, Engineering, or Business (Required)

- CompTIA Security+ (Preferred)
