Project Manager
Position Summary
Softtek Government Solutions (SGS) is seeking a Project Manager to serve as the overall point of contact for the Congressional Budget Office (CBO) Blanket Purchase Agreement (BPA), coordinating all tasks, deliverables, and personnel across SGS's task orders. This position is responsible for all matters relating to the contract and serves as the single channel for reporting to CBO and conveying information back to SGS personnel.
The Project Manager's responsibilities span the full project lifecycle, initiation and planning, requirements translation, resource and budget management (including labor burn forecasting), execution and quality oversight, risk management, and stakeholder communication, acting as the primary liaison between SGS's technical teams across each Service Management Area (SMA) and CBO's Contracting Officer's Representative (COR) and executive leadership.
Responsibilities
Project Initiation, Planning & Requirements
- Initiation & planning: Collaborate with CBO stakeholders to define needs and objectives at the outset of each task order, establishing project scope, goals, and success criteria.
- Requirements translation: Translate CBO business requirements into effective technical solutions and implementation plans, working closely with SGS technical leads across each Service Management Area (SMA).
Resource & Budget Management
- Task assignment & staffing: Assign tasks to personnel across active task orders, ensuring appropriate skill alignment and coverage.
- Labor burn forecasting: Forecast labor burn rates and monitor budget execution against approved task order ceilings, flagging variances to SGS leadership and the COR.
Execution, Monitoring & Quality Oversight
- Daily oversight: Oversee daily progress across task orders, manage project schedules, and ensure quality standards are met for all deliverables.
- Deliverable assessment: Assess project deliverables prior to submission to help ensure they meet CBO requirements and acceptance criteria.
Risk Management
- Risk identification & mitigation: Identify, assess, and mitigate potential technical and other project-related risks across task orders, escalating issues and implementing mitigation strategies and corrective actions as needed.
Stakeholder Communication & Governance
- Liaison role: Act as the liaison between SGS technical teams and CBO's Contracting Officer's Representative (COR) and executive leadership, managing expectations and providing clear, concise status reporting on multiple concurrent activities.
- Policy & procedure development: Develop policies, procedures, and work instructions to support consistent execution across task orders and personnel.
- Quantified reporting: Effectively quantify specific, detailed information for recommendations in written and verbal formats, supporting CBO decision-making.
Program Authority & Key Personnel Responsibilities
- Single point of contact: Serve as SGS's overall point of contact for the CBO BPA, with full authority to act on SGS's behalf on all matters relating to the contract, as designated to CBO's Contracting Officer in writing.
- Availability: Be available during CBO's required hours of operation and ensure a designated alternate is available to act in the Program Manager's absence.
- Key personnel continuity: Support SGS in providing advance notice and documentation for any proposed Key Personnel changes.
Education
- Bachelor's degree in an Information Technology-related field.
Qualifications
- Must be a US Citizen
- Minimum 5 years of program/project management experience, with demonstrated expertise in the execution and oversight of major federal IT programs.
- Working understanding of Information Technology (IT) and Cybersecurity capabilities.
- Strong verbal and written communication skills, including the ability to communicate with senior-level executives and meet critical deadlines.
- Experience with project management tools, budget/schedule development, and policy/procedure documentation.
- Ability to identify, assess, and mitigate project-related risks and assess deliverable quality.
Required Clearance
- Eligible for Public Trust Tier 2 suitability determination.
