Position: Airport Safety Construction Senior Officer
Reports To: Airport Operations Manager
Job Category: Temporary, Full-Time
Location: New York Stewart International Airport (SWF)
Summary:
The Airport Safety Construction Senior Officer plays a critical role in ensuring that all airfield construction and maintenance activities are conducted safely, efficiently, and in full compliance with FAA Part 139 standards and airport safety requirements. Acts as the primary liaison between airport operations, contractors, air traffic control (ATC), and airport stakeholders to maintain operational safety within active movement and non-movement areas. Responsibilities include daily airfield safety inspections, coordination of construction phasing, issuance of NOTAMs, monitoring compliance with FAA and CSPP requirements, hazard identification, contractor oversight, and real-time management of construction-related operational impacts. A background in airport operations or airfield construction is required, with strong technical knowledge of FAA standards, airfield safety practices, and inspection procedures. Shift work, including nights, weekends, and schedule adjustments based on operational demand, may be required.
Essential Job Functions:
Safety & Regulatory Compliance
- Enforce applicable FAA Part 139 requirements and airport safety standards.
- Ensure compliance with the Airport Certification Manual (ACM) and Safety Management System (SMS).
- Maintain safe aircraft operations around construction zones following AC 150/5370-2G.
- Perform daily construction-related airfield safety inspections.
- Issue Notices to Air Missions (NOTAMs) as required.
- Identify, document, and mitigate hazards created by construction activities, materials, or equipment.
- Verify proper barricades, lighting, markings, and flagging per FAA standards.
Construction Oversight
- Coordinate with contractors, engineers, and project managers to ensure adherence to safety and phasing plans.
- Review and enforce the Construction Safety and Phasing Plan (CSPP).
- Oversee staffing and compliance within the airport’s Site Safety Observer (SSO) program.
- Support or conduct escorting vehicles and personnel into airfield work areas.
- Participate in pre-construction, progress, and daily coordination meetings.
- Monitor contractor alignment with approved work schedules, escort requirements, and airfield access procedures.
- Ensure contractors operate only within approved work areas and maintain proper authorization.
- Suspend or halt unsafe construction activities when necessary.
Communication & Coordination
- Serve as primary point of contact between airport operations, ATC, contractors, and airport tenants.
- Coordinate closures, restrictions, and other operational impacts affecting the movement and safety of aircraft.
- Prepare and distribute daily construction status reports, work zone maps, and NOTAM summaries.
- Participate in project safety briefings and progress meetings.
Documentation & Reporting
- Maintain accurate daily inspection logs, checklists, and safety documentation.
- Report discrepancies, violations, and safety-related incidents.
- Assist in preparing materials for FAA inspections, internal audits, and annual certification reviews.
- Track corrective actions and verify compliance with CSPP safety requirements.

- Performs effectively in adverse weather, changing conditions, and operational pressure.
- Demonstrates reliability, punctuality, and consistency in shift-based operations.
Required Skills & Qualifications:
Education & Experience
- Associate’s or Bachelor’s degree in Aviation Management, Airport Operations, Construction Management, or related field preferred.
- Minimum 3–5 years of airport operations or airfield construction experience required.
Licenses, Certifications & Eligibility
- Must possess and maintain a valid New York State Driver’s License and obtain airport movement area driving authorization.
- Must obtain and maintain required airport security clearances.
- Must pass New York State Guard fingerprinting and background check.
- OSHA 10-hour certification required.
- OSHA 30-hour Construction Safety certification required to qualify for Certified status.
- AAAE Airport Certified Employee (ACE – Operations) preferred.
Technical & Functional Skills
- Ability to read and interpret construction plans, CSPPs, and phasing diagrams.
- Strong knowledge of FAA Part 139, AC 150/5370-2G, AC 150/5200-33, and AC 150/5210-series.
- Proficiency in airfield safety inspections, hazard identification, and operational risk management.
- Effective use of handheld radios and communication with ATC/ground control.
- Understanding of airfield geometry, movement area rules, and aircraft operations.
- Ability to oversee contractor compliance, barricade placement, and work-area delineation.
Preferred Skills
- AAAE Airport Certified Employee (ACE – Operations).
Work Environment, Physical & Cognitive Demands:
Work occurs outdoors on runways, taxiways, and construction sites in varying weather and lighting conditions. Frequent exposure to noise, dust, jet blast, and construction hazards. Requires PPE including reflective vests, hearing protection, safety footwear, gloves, and other equipment. Requires prolonged walking, standing, climbing, bending, and manual inspection tasks. Must maintain constant situational awareness around aircraft and heavy machinery. Requires ability to work variable schedules aligned with flight operations. Must be able to navigate and work safely around aircraft, vehicles, and heavy equipment.
