- Identify automation opportunities and streamline manual processes to improve the consultant lifecycle and governance framework.
- Propose and present annual consultant budget to management and monitor execution status and communicate with departments with potential budget execution issue as needed.
- Assist with analyzing, evaluating, developing and maintaining the Bank’s consultant needs and ensure its execution by reviewing job descriptions provided by user departments, managing budget allocation and presenting reports to management.
- Perform full-cycle consultant management workflow activities, including but not limited to screening resumes, liaising with staffing agencies, coordinating interviews, interviewing, assisting with contract administrations, and conducting background check and onboarding.
- Manage and maintain relationships with internal and external stakeholders, including but are not limited to management, hiring departments and staffing agencies.
- Conduct market research on contractor market trends, consultant hiring practices, contractor budget, and vendor performances.
- Conduct regular vendor performance reviews and identify opportunities to improve service quality and cost effectiveness.
- Perform contract review and contract negotiation with vendors.
- Influence management and hiring departments by providing strategic recommendations based on market data, workforce analytics, and organizational priorities.
- Develop and enhance policies and procedures and governance framework pertaining to consultant management.
- Maintain accurate consultant records, contracts, and documentation internally.
- Monitor consultant contract durations and proactively coordinate renewals, extensions, or terminations.
- Lead consultant offboarding and exit management activities and partner with Employee Relations team when applicable, ensuring timely completion of contract closure, knowledge transfer, system access deactivation, and documentation requirements.
- Stay abreast of legal updates and advise on relevant policies and procedures accordingly.
- Follow all internal policies and procedures within the Bank’s risk framework.
- Escalate any potential violation of internal policies and procedures and/or any local, state and federal laws.
- Ensure consultant engagements comply with organizational policies, employment regulations, and contractual obligations.
- Support periodic audit by providing documentation evidence.
- Support and provide inputs on risk assessments.
- Participate/lead departmental/Bank-wide ad hoc projects as assigned.
- Assist in other HR segments if needed.
- Bachelor’s degree required, ideally in Human Resources, Organizational Development, Labor Relations, or other related majors; Master’s degree preferred.
- 3 years of HR related experience with strong interest and passion in HR as a career required, recruitment experience is highly preferred.
- Capable of multi-tasking and working in fast-paced environment.
- Excellent communication skill is a must, bilingual ability in Mandarin is highly preferred.
- Data Analytical skill is highly preferred.
Actual salary is commensurate with candidate’s relevant years of experience, skillset, education and other qualifications.
