Job Description:
POSITION GOAL
To assist the supervisor with an independent appraisal activity within the school District for the review of accounting, financial and other operations as a basis for service to the administration by measuring and evaluating the effectiveness of accounting and managerial controls in adherence to School Board policy, and state and federal regulations. Working with minimum supervision, to plan and carry out broad assignments, and review the work of others, with responsibility for recommending audit changes.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
The Senior Auditor shall carry out the performance responsibilities listed below :
Supervise staff as assigned in the performance of job duties.
Recommend and develop internal auditing policies, procedures, and programs.
Monitor, audit, or supervise the internal audit program by review of all accounting procedures, confirmation of accounts, inspection of physical operations, and detection, investigation, and prevention of fraud according to the audit plan.
Ascertain the extent of compliance with established policies, plans and procedures.
Ascertain the reliability of accounting and other data developed within the organization.
Prepare a report of each audit and present findings to the School Board and the appropriate management personnel.
Investigate and determine causes for irregularities and errors.
Recommend and advise when changes are necessary to assure proper and adequate internal control.
Audit accounting records of contractors wherein the school District is a party at interest.
Discuss and review preliminary recommendations with the appropriate management personnel following the audit.
Assist with directing, instructing, training, counseling and guiding staff assigned to the audit, and review their work for adequacy, scope, and accuracy.
Support legal actions which may result from audit findings by appearing as a witness in court our assisting the School Board Attorney’s office in recovering District assets.
Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida.
Participate in training programs offered to enhance the individual’s skills and proficiency related to the job responsibilities including required continuing professional education courses.
Review current developments, literature and technical sources of information related to job responsibilities.
Ensure adherence to safety rules and procedures.
Follow federal and state laws, as well as School Board policies.
Perform other duties as assigned by the immediate supervisor, or designee.
MINIMUM QUALIFICATIONS & EXPERIENCE
An earned bachelor's degree from an accredited institution.
A minimum of five (5) years of experience in the field related to the title of the position.
Effective verbal and written communication skills.
Effective interpersonal, analytical, and problem-solving skills.
Computer skills as required for the position.
PREFERRED QUALIFICATIONS & EXPERIENCE
A certificate in public accounting, internal auditing or management accounting and public-school experience.
Experience in areas such as auditing, accounting, budgeting, and planning.
Bilingual skills.
SIGNIFICANT CONTACTS-frequency, contact, purpose
Periodically, may participate in the presentation of reports and recommendations to Senior Management, including the Superintendent, School Board, Audit Committee, Office of School Performance and Accountability (OSPA) Directors, and Principals to communicate audit findings. Frequently works with employees of all levels throughout the District to conduct audits.
PHYSICAL REQUIREMENTS
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
