Celestar Corporation has an IMMEDIATE NEED and is actively seeking multiple Intelligence Analysts – Level III in Chantilly, VA, who will perform duties in support of the U.S. Army Intelligence and Security Command (INSCOM), Army Security Office (ASO), and Army Research and Technology Protection Center (ARTPC). BACKGROUND:
The U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) Support Services has initiated this effort to provide support in the development of security related documentation to include Science & Technology Protection Plans (S&T PP) and Program Protection Plans (PPPs), critical technology reviews, and threat/mitigation plans that utilize a systematic approach to technology protection, intelligence analysis, and multi‐ discipline security specialist support to provide risk mitigation across the Army to protect Army personnel, facilities, infrastructure, networks and national security information.
The United States research laboratories, engineering centers, and defense industrial base are developing the advanced technology that will form the heart of the Army’s future fighting force. Foreign Governments and companies that both use and sell military systems will go to great lengths to acquire the advanced technologies that dominate future warfare. Identification and protection of those technologies is essential to the Army’s mission and ability to fight and win when those systems are fielded. When foreign Governments and companies illegally acquire knowledge of the U.S. advanced technologies, it is also essential that the Army understand the effect of that compromise. The Army must have an integrated Research and Technology Program (RTP), Security, Cyber Incident Damage Assessment (CIDA) program, and Modernization Security Protection (MSP) with the ability to perform these critical missions with a high degree of confidence of success.
RESPONSIBILITIES
- Conduct all‐source intelligence analytic assessments, which will address the impact of the compromised cyber data on Army technologies and programs.
- Produce and deliver an IR to annotate their findings. The Contractor shall coordinate, track, compile, and produce ARTPC Intelligence Impact Statements per ARTPC CIDA SOP.
- Respond to Request for Information (RFI) from Government Security Specialists and Contractor Engineers to support ARTPC formal assessments.
- Submit RFIs to the CIDA Case Manager who will review the RFI with requestor and triage the RFI with the ARTPC Senior Intelligence Officer (SIO), the
- Assistant Secretary of the Army (Acquisition, Logistics, and Technology) (ASA (ALT)), Program Protection Directorate CIDA Lead, and, if required, with external CIDA IC partners for validation; RFIs are to be submitted to the CIDA Case Manager at least 15 business days prior to the date of the ARTPC formal assessment and must be accompanied with a key word list for the program/technologies being assessed.
- Assign a CIDA analyst(s) to support the validated RFI.
- CIDA response to a validated RFI will be provided prior to the formal assessment IAW the timeline agreed to with the requestor; if the original RFI cannot be validated (i.e., supported) the CIDA Case Manager will work with requestor to refine the RFI so that it can be supported in agreeance upon timeline and in a format consistent with requestor needs.
- Maintain a record of all RFI requests and responses to support CIDA case management, metrics, reporting, and workload analysis.
- Review Army Damage Assessment Reports’ Case Data and conduct initial analysis of compromised cyber information to identify Army equities (i.e., triage – searching compromised data for sensitive information on Army programs, technologies, and warfighting capabilities).
- Reviews and analysis will be conducted using analytical tools provided by the DC3 and the Damage Assessment Management Office (DAMO) laboratory; at the completion of triage, the CIDA Triage Analyst shall produce and deliver an Incident Report (IR) to annotate their findings.
- Conduct incident reviews, data analysis, and reporting within prescribed timelines IAW the ASA(ALT) CIDA SOP.
- DC3 CIDA Intelligence Analysts shall, upon completion of all PEO/Program Management (PM)/Technology Office damage assessments, produce a CIDA Report (CIDAR) for each IR that was produced for a CIDA case that includes PM/Technology Office findings and Intelligence and Counterintelligence analysis gathered by the entire Intel/CIDA team per ASA(ALT) CIDA Lead guidance and the ASA(ALT) CIDA Standard Operating Procedure (SOP).
- Develop and monitor case assignments, tasks, and production schedules, and manage projects/production of supervised CIDA analysts. develop and monitor case assignments, tasks, and production schedules, and manage projects/production of supervised CIDA analysts.
- Coordinate tasking with CIDA Triage (DC3) (Linthicum, MD), NCIJTF (Chantilly, VA), United States Army Counterintelligence Command (USACIC) CIDA (Fort Meade, MD), National Ground Intelligence Center (NGIC) CIDA (Fort Meade, MD, or Charlottesville, VA), and the DoD Chief Information Officer (CIO) Defense Industrial Base (DIB) Cybersecurity (CS) CIDA (Arlington, VA) representatives at the above secure work facilities.
- Coordinate, track, compile, and produce CIDARs per the ASA(ALT) CIDA SOP. The Contractor shall schedule, conduct, and document an After-Action Report (AAR) after completion and delivery of each intelligence impact statement to the Government. The AAR shall identify lessons learned and identify process improvement changes that need to be incorporated into CIDA SOPs. Participants in the AAR shall include at a minimum: CIDA Case Manager, Lead Intelligence Analyst for the case, ARTPC SIO, and ASA(ALT) CIDA Lead.
- Conduct CI analysis and produce a CI assessment that specifically addresses the impact that the compromised cyber data will have on Army technologies and programs.
- Produce quarterly and annual CIDA reports that cover trends, ongoing activities, and findings for the applicable quarter or year IAW the ASA(ALT) CIDA SOP.
- The analytic assessments must be submitted for approval by NGIC.
- Participate in ASA(ALT), PEO, PM, or Technology Office Integrated Product Team (IPT)/SME data reviews convened at either DC3 or PEO/PM worksite locations outside of the National Capital Region (i.e., Remote CIDAs) to determine the overall impact a loss of unclassified data has on Army programs and technologies.
- Provide an overview of the CIDA process, detail what is expected of SMEs, demonstrate use of analysis tool, assist SMEs with reviewing data, and conduct an AAR at the completion of the IPT/SME review/remote CIDA IAW the ASA(ALT) CIDA SOP.
REQUIREMENTS
- Bachelor's Degree or 8 years of additional intelligence analysis experience in lieu of degree AND formal all-source intelligence analysis training (e.g., Army intelligence analyst MOS training or DoD equivalent)
- Eight (8) to ten (10) years of experience as an intelligence analyst.
- Special Skills: A working understanding of computer network terminology and architecture, familiarity with computer forensic terminology/techniques, and the NIST cybersecurity framework and cybersecurity standards.
- Exceptional oral and written communication skills to effectively interface with senior military officials, managers, and subordinates.
- Valid US Passport.
