Summary Statement
Join the City of Boise’s Department of Organizational Effectiveness as a Performance Analyst Lead and help shape how data is used to improve services, inform policy and strengthen organizational performance. This hybrid-eligible position leads the strategic advancement of citywide data and analytics initiatives, oversees complex analytics projects and drives the City’s enterprise performance management program.
The Performance Analyst Lead serves as a thought leader, trusted advisor and mentor, providing expert support to the Data and Analytics Center of Excellence and fostering a culture of data-driven decision-making across departments. Working closely with senior leadership and cross-functional teams, this role transforms complex information into actionable insights that optimize operations, guide resource decisions and achieve measurable improvements in government performance.

Required Knowledge, Experience, And Training
- Bachelor's degree in data analytics, public administration, computer science, statistics, business or a related field
- Six years of experience in data analytics, business intelligence, organizational performance management or related areas
- Or an equivalent combination of education and/or experience.

Essential Functions
Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of performing all duties of a Performance Analyst I and II, and provides leadership, coaching, and/or mentoring to a subordinate group, as needed.
Identifies and drives opportunities to enhance data collection, reporting and analyses processes. Collaborates with cross-functional teams to streamline workflows, automate reporting and leverage new technologies that expand the city's analytical capabilities. Ensures continuous improvement and innovation in data management practices.
Leads and oversees complex and advanced data analyses, builds dashboards and develops reports that directly impact city services and strategic initiatives. Uses statistical methods, business intelligence tools and data visualization techniques to uncover insights that drive continuous improvement and inform executive decision-making. Works with a diverse range of data sources, including people data, financial data, operational metrics and community engagement data.
Leads the development and implementation of advanced data governance policies, best practices, and comprehensive training programs. Champions the cultivation of a citywide culture of data-driven decision-making by spearheading data literacy initiatives and providing expert technical guidance to city departments. Ensures alignment with strategic objectives and fosters continuous improvement in data management practices.
Coordinates the city’s enterprise performance management program by developing and refining performance metrics, tracking progress toward strategic goals and providing data-driven recommendations that shape policy and operations. Ensures city leaders have timely access to insights that guide policy, program evaluation and resource allocation.
Fosters collaboration with internal departments to understand their data and performance needs. Builds strategic partnerships across the organization to align analytics efforts with the city’s strategic priorities. Acts as a bridge between data and decision-makers, translating complex analyses into compelling narratives that drive action. Develops presentations, reports, and dashboards that communicate insights to both technical and non-technical audiences and provides oversight and guidance to other Analysts in development of their material. Leads performance analytics scrum and analytics CoP meetings.

- Advanced use of BI tools, SQL or other database query or scripting methods

- Analyze complex datasets from multiple sources and translate findings into meaningful insights
- Develop dashboards and visualizations that effectively communicate key metrics and trends to diverse audiences
- Manage multiple projects simultaneously while meeting deadlines
- Use creative problem solving to generate new perspectives and innovative solutions
- Adapt to evolving technologies and analytical methodologies to improve decision-making
- Collaborate and partner strategically across functions to solve complex business problems
- Communicate complex information clearly and effectively to technical and non-technical audiences at all levels of the organization
- Build trust and maintain effective relationships with diverse stakeholders
- Communicate effectively in the English language at a level necessary for efficient job performance

Preferred Knowledge, Experience, And Training
Master's degree and nine years of progressive experience applying analytical methods to business problems, driving improved decision-making and outcomes.
Experience working in local government or the public sector.
Knowledge of data science tools and methodologies.
