Are you passionate about reducing waste and helping our community recycle, reuse, and recover more? We’re looking for a Waste Prevention Analyst to help drive innovative programs that support recycling, organics recovery, repair and reuse education, and business assistance.
In this role, you’ll support program development, policy research, outreach, and collaboration with partners across the community. You’ll also help design and evaluate initiatives that make waste reduction easier and more effective for residents, businesses, and organizations.

Salary: $43.18 - $55.12 hourly / $89,814.40 - $116,729.60 Annually

The ideal candidate for this position will bring strong leadership, strategic planning and technical expertise to guide complex program management, equitable education, and outreach for the City of Eugene Waste Prevention Program. They will be skilled at leading diverse teams, managing competing priorities, and fostering a positive, inclusive, and collaborative work environment. Some key characteristics that will ensure success in this role include:
Analysis
- Plans and conducts analytical studies of major solid waste, waste prevention, and recycling, programs; recommends and supports implementation of solutions to problems with waste and recycling systems and service delivery.
- Develops new waste prevention programs, evaluates and analyzes existing programs, develops and provides waste prevention education content and materials for public education purposes.
- Plans and conducts pilot programs and documents results; recommends changes in procedures and regulations to achieve program goals.
- Conducts research, identifies goals and objectives, manages project timelines, analyzes findings, and prepares reports and recommendations.
- Develops, prepares, and presents reports, surveys, and other administrative activities.
- Prepares bid specifications for services; negotiates contracts with vendors; recommends bid awards; oversees the work of outside consultants.
- Drafts requests for proposals; participates in evaluating responses; administers contracts for services and monitors work to ensure contract requirements are met.
- Responds to waste prevention related issues or concerns identified by internal staff, community partners, and/or the public.
- Prepares news releases, responds to, and initiates contacts with the media.
- Supports and respects equity, inclusion, and diversity in the workplace.
- Develops and maintains relationships with State and County agencies, nonprofits, community partners, and other stakeholders.
- Makes presentations to business, trade, community, neighborhood, and educational groups; prepares and administers program information for City website.
- Collaboratively develops marketing, engagement, and outreach materials to support program goals.
- Supports planning and implementation of business sector and community wide engagements that promote waste prevention and recycling policies and practices.
- Performs related duties as assigned.
- Supervises Waste Prevention Program Coordinator, interns, and temporary staff.

Qualifications

Supplemental Information
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.
