Performs inspections of various construction projects being built in the City, including water and sewer lines, pump stations, street construction and resurfacing, street cuts, sidewalks, curb and gutter, storm drainage, and related items. Work includes reviewing construction plans, meeting with contractors to review specifications and requirements, frequently inspecting construction in progress and upon completion for adherence to approved plans and specifications. The employee also supports the City’s stormwater management program, including the inspection of new construction, installation of stormwater projects, and on-going inspections to assure best practices are being followed. EXAMPLE OF DUTIES
- Inspects construction work in progress and completed projects for quality of work and adherence to approved plans and specifications; checks for proper grade and materials.
- Designs water, sewer, and storm sewer projects.
- Conducts tests in the field; takes samples of materials for testing of quality; deals with outside testing agencies.
- Reviews plans and construction drawings for proper location of items, such as valves, hydrants, laterals, manholes, water and sewer lines, and other appurtenances; reviews plans for adherence to adopted engineering specifications such as depth, locations, materials, and construction methods.
- Meets with contractors, engineers, owners, project managers and architects and reviews and explains construction requirements; discusses needs for deviation from plans and appropriate revisions; informs contractor or developer of deviations or errors and advises as to corrective actions.
- Inspects public and private construction and improvement work to assure that construction is completed and meets requirements of the City’s stormwater management program; inspects works in progress to assure adherence to best management practices guidelines, and performs annual inspection to assure stormwater installations still function correctly; notifies property owners to keep installations functioning properly.
- Investigates reported detection of illicit connections and illegal non-stormwater discharges.
- Receives and responds to citizen inquiries and complaints; initiates necessary maintenance and repair activities through various City departments.
- Performs worksite inspections for several works in progress daily.
- Maintains log and records work activities and field findings; insures that as-builts are submitted upon completion of project.
- Attends training classes to increase knowledge and maintain any certifications.
- Performs other related duties as assigned.
The work is light work which requires exerting up to 25 pounds of force occasionally, and/or up to 25 pounds of force to lift, carry, push, pull or otherwise move objects. The following additional physical abilities are also required: balancing, climbing, grasping, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking.
WORK ENVIRONMENT:
The work is generally performed in both inside and outside environments, residences or commercial vehicles, which may subject the employee to environmental conditions including extreme temperatures, and construction noise and hazards. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. The work involves occasional moderate risks or discomforts which require special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc. Employees may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield.
MINIMUM REQUIREMENTS:
- Associate’s degree in engineering technology or related field;
- Five (5) years of related experience;
- Or an equivalent combination of education and/or experience.
SPECIAL REQUIREMENTS:
- Possession of a valid North Carolina Driver’s License.
- Possession of a valid Best Management Practices (BMP) Certification or the ability to obtain within 1 year of hire date.
