Vacancy is in the Department of Health and Human Services. Work involves responsibility for developing, participating in, and administering the day to day operations of the Region 3 HIV Prevention program . Where appropriate, responsible for obtaining program funds from various sources. Duties include planning, coordinating, and supervising the operations of a program, and participating in budgetary activities. The work requires that the incumbent understand community needs that relate to the program and to be responsive to those needs.
Plans, organizes, and supervises the work of subordinate staff engaged in various Public Health Programs. Coordinates, evaluates and monitors all aspects of the Region 3 HIV Prevention program . Participates in the preparation of the budgetary process and monitors program budget and expenditures. Writes and monitors grant proposals to obtain federal and state grants and maintains active communication with funding source(s). Prepares reports and summaries for the Department and funding agencies. Serves as representative for the Region 3 HIV Prevention program at health and social service agencies community meetings. May serve on committees and task forces on local and state levels for purpose of considering special problems and in conducting legislative activities. Assigns and reviews work, and appraises performance of subordinates.

**This is a grant funded position, renewable per term of contract. The City of Hartford is not obligated to fund this position upon termination of funding.**
This is a HMEA position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.
Knowledge, Skills & Abilities
The examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:
Considerable knowledge of:
- State and federal laws, policies, rules and regulations related to health care, specifically in area of assignment.
- Administrative principles, methods, techniques and tools.
- Public health and the impact of environmental, social, economic and political factors on the individual, family, neighborhood and community;
Considerable knowledge of community needs and various community facilities and resources available for the treatment and care of the physically and mentally ill. -
Ability to:
- Plan, direct and evaluate a public health program.
- Advise and assist patients, colleagues, and health medical personnel in the community with medical and social problems and economic planning.
- Prepare budgets and monitor expenditures, prepare reports, and to manage contracts.
- Collect and analyze statistical data relating to the program.
- Communicate effectively, orally and in writing.
Establish and maintain effective working relationships with officials of other departments and individuals and organizations on the local and state levels concerned with health care. -
Qualifications
Open to all qualified applicants who meet the following qualifications:
Graduation from a four-year accredited college or university with major coursework in public administration, public health, or a closely related field and a minimum of 2 years of experience in P ublic Health Management, Health Admnistration Planning or Administering Programs in Health or Human Services or a closely related field.
Wherever possible, an equivalent combination of training and experience deemed sufficient to perform the duties of the position to be considered.
A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE ATTACHED TO YOUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.
If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will be required to serve three (3) to twelve (12) months of probation. This examination and employment process is subject to all federal, state and municipal laws, rules and regulations.
