Description
Essential Duties
- Plans, directs, and manages the operations, personnel, budget, and strategic initiatives of the Planning Department.
- Develops and administers the Planning Department budget, monitors expenditures, and recommends annual operating and capital improvement priorities.
- Provides technical and professional advice; makes presentations to supervisors, boards, commissions, civic groups and the general public.
- Provides information on site development applications, ordinance, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and interested people.
- Prepares a variety of studies, reports and related information for decision-making purposes; coordinate department activities with other city divisions, departments and outside agencies as needed.
- Process and review development and implementation of development districts, subdivisions, and conditional use permit applications, including review of landscape plans and other design elements of rural and ex-urban development proposals, capital improvement plans, site development and other plans and codes to meet the City’s needs.
- Evaluates site development proposals and application for conformity to established plans and ordinances; evaluates proposals’ development impact as they relate to the adopted plans of the City, reviews for compliance with application local, state or Federal laws and makes recommendations.
- Monitors assigned site development application through the approval stages and prepares reports and related data as required. Serve as advisor to the Planning Board. Prepares planning reports and supporting data, including recommendations for various site development proposals.
- Implement provisions of the Comprehensive plan and subdivision regulations. Assists city staff in the enforcement of local ordinances and interpreting city codes and Comprehensive plans.
- Manage various development and housing agreements for the extension of public infrastructure, affordable housing, economic development initiatives and housing incentives.
- Serves, when assigned, as a member of numerous task force or committees, which may include City, County or State groups.
- Maintains the City's official planning and district maps.
- Oversees addressing and street naming in accordance with City standards.
- Oversees and administers various local, state and federal grants from application to close-out.
- Works collaboratively with the Building Department, Engineering, Utilities, Fire Marshal, Public Works, and other City departments to coordinate development review, permitting, and implementation of City policies.
- Assists with disaster recovery planning, hazard mitigation planning, floodplain management, and resiliency initiatives.

Minimum Qualifications
Education and Experience:
Bachelors degree in Community/Regional Planning or Development, Urban Planning, Public Administration, Economics or Economic Development, or a related field required, Master’s Degree preferred.
Or
Compensable experience in community development or related field may be substituted for formal education on a year to year ratio. For Instance, a qualified candidate with four years of compensable related experience would qualify without a Bachelor’s degree.
Skills, Knowledge and Abilities:
- Grant application management, downtown and/or housing redevelopment
- Thorough knowledge of site development, form-based development code and subdivision laws and comprehensive plans including their formation, process of adoption, and enforcement;
- Extensive knowledge of planning programs and processes; working knowledge of personal computers and GIS applications.
- Ability to communicate effectively orally and inwriting with architects, contractors, developers, owners, supervisors, employees, and the general public.
- Ability to establish effective working relationships.
LICENSING AND CERTIFICATIONS
- Valid state issued driver’s license.
TOOLS AND EQUIPMENT USED
Personal computer, including word processing; motor vehicle; calculator; phone; copy and fax machine; various graphic design tools.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various site development developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
Employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles.
The noise level in the work environment is usually quiet in the office, and moderate in the field.
- The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
- Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
- Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
- CDL pay - $6,000 per year (if applicable).
- PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
- Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
- Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
- Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
- Retention Incentive - $600 incentive yearly with years 1-9 of completed service
- 13 Paid Holidays.
- Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
- Military Leave - (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
