Under general supervision, the IT Cyber Security & Network Engineer, is responsible for ensuring proprietary and sensitive information is secure through coalescing security information from a variety of security tools to analyze events and alerts for the purpose of mitigating threats. This position will represent the City in a professional and effective manner and establish and maintain effective working relationships with co-workers, City employees, outside organizations, vendors, and the general public. This is a safety sensitive and/or DOT position. As such, you will be required to participate in random drug testing at the city.
Job Functions
- Responsible for effective communication through progress reports, user documentation, and formal presentations to teams and management.
- Serves as a subject matter expert in content, processes, and procedures associated with various Information Management Systems.
- Evaluates cyber threats, vulnerabilities, and mitigation plans
- Performs assessments of multiple complex systems, networks, and applications to identify deviations from acceptable configurations, regulatory compliance, or local policy, while measuring effectiveness of security architecture against known vulnerabilities
- Applies cybersecurity principals in daily practice, including the NICE Framework workforce categories (Securely Provision, Operate and Maintain, Oversee and Govern, Protect and Defend Analyze, Collect and Operate, Investigate)
- Operates, maintains, and analyzes security systems, security logs, network logs, and device logs.
- Participates in the investigation and analysis of system security integration, testing, operations, and maintenance.
- Responds to cyber incidents and assists in investigating, resolving, and escalating cyber security incidents.
- Works closely with IT department team members to ensure scalable and robust systems operation.
- Monitors agency systems, reporting anomalous activity and malicious traffic. Makes recommendations on improving network, server, and application security. Responsible for administering security tools, equipment, and servers.
- Coordinates the implementation of system updates and changes; conducts testing procedures prior to deployment.
- Identifies system integration opportunities and defines integration and implementation parameters.
- Interacts with software, hardware, and/or professional services vendors.
- Participates in efforts to evaluate, select, and implement third party software, vendors and/or service providers.
- Uses automation tools and techniques to improve work efficiency.
- Completes work orders by troubleshooting and resolving hardware, software and network related problems encountered by end users.
- Subject to rotation on-call schedules.
Must be able to provide services for the benefit of the general public during emergency situations that threaten the safety of League City’s citizens, and that, City employees must be able to work immediately before, during, or immediately after an emergency.
Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or related field or nine years or more of experience with various Information Management Systems and Microsoft systems, products, and software
- Five years of relevant cyber security and network infrastructure experience.
- Must pass a Federal/National criminal background check and satisfy Criminal Justice Information Security (CJIS) requirements to enter certain secure City facilities such as the Public Safety Building. This means that the candidate must not have been convicted or put on court-ordered community supervision or probation for a Class B misdemeanor within the last 10 years, or at any time for any offense above the grade of Class B misdemeanor.

Any combination of education, training, and experience, which provide the requisite knowledge, skills and abilities needed for this position, may be substituted, or evaluated at the discretion of the City.

- Knowledge Cisco routers, Switches, Firewall, Call Manager, Unity
- Fiber experience, single mode, multi-mode, OTDR
- General knowledge of computers and network infrastructures
- Artic Wolf/DarkTrace experience preferred

- Skill in troubleshooting, researching, analyzing, evaluating, and solving technically challenging problems involving integrated systems.
- Skill in interpersonal skills necessary to develop and maintain effective and appropriate working relationships
