PURPOSE OF CLASSIFICATION
The purpose of the position is to oversee and supervise the operations, maintenance and repair of the City’s wastewater collection system, to include gravity and force main systems, and reclaimed water distribution system. Employees in this classification possess comprehensive understanding of wastewater collection systems, and are responsible for proper safety training for all personnel under charge. Position provides supervisory, technical, and administrative guidance to construction, maintenance, and repair personnel under charge. Performs related work as required.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Coordinates and controls the field activities essential to the operation, construction, maintenance and general repair of the City’s wastewater collections and reclaimed water distribution systems, i.e., sewer gravity and force mains, service lines, meter replacements, and reclaimed irrigation inspections.
- Plans and organizes TV underground inspection activities, and maintenance and repair of the wastewater collections and reclaimed water distribution systems.
- Analyzes and evaluates TV inspection reports and videos.
- Coordinates manpower allocation, scheduling and assignments for crews under charge; prioritizes and coordinates work orders to minimize disruption in collections operations.
- Conducts on-site investigation for accidents or damage reported; investigates customer concerns and complaints.
- Prepares and monitors collections operations budget; orders treatment operations supplies and materials within scope of financial authority; monitors and justifies costs and/or expenditures for adherence to operating budget.
- Provides on-site training and repairs as needed, to include the operation of any equipment necessary to perform the work.
- Ensures provision of or provides safety instruction or training for personnel under charge, i.e., confined space procedures and regulations; prepares personnel for state certification exams.
- Ensures equipment, machinery, tools, and supplies are properly inventoried, maintained and used at all times; oversees uniform management.
- Reviews and/or prepares various records and reports, i.e., personnel evaluations, monthly operations, safety meeting records, technical study, vehicle inspections, confined space entry.
- Compiles payroll data for personnel under charge.
- Inspects new system hook-ups and abandonments; inspects work in progress, modifies or adjusts work methods, crew sizes and related factors to ensure projects are completed in accordance with work orders.
- Ensures adherence to established safety standards/procedures for crews under charge.
- Drives to and from work sites for monitoring and inspection purposes.
- Functions in an on-call capacity for response to emergencies.
- Attends work on continuous and regular basis.
MINIMUM QUALIFICATIONS:
- High school diploma or GED
- Current Wastewater Collection Class “A” certification, or ability to obtain within 12 months of date of hire
- Five (5) years progressively skilled and lead person experience in underground maintenance and repair of collection systems, to include TV inspection, and lift station management; or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
- Possession of a valid Class “A” Commercial Driver License with tanker and air brakes endorsements, or ability to obtain within 12 months of date of hire
- Possession and maintenance of a driving record which meets or exceeds minimum City driving standards.
OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace.
