Description
Under general supervision, the Pretreatment Coordinator coordinates the wastewater pretreatment program and the City of Round Rock’s commercial wastewater surcharge program.
Posted pay range is the starting salary. Pay rate offered is based on experience.
Examples of Duties
- Implements the industrial waste pretreatment and surcharge program ensuring coordination and compliance with EPA, Texas Commission on Environmental Quality and regional partner cities. Monitors and recommends revisions to the Sewer Use Ordinance in accordance with State and Federal requirements. Resolves non-compliant issues with the regulated community.
- Inspects industrial and other users by gathering records and documentation of past pretreatment activities of each industry; reviews and analyzes documentation to determine areas to check for compliance; prepares sampling equipment and procedures; investigates proper handling of wastes and manifests; provides information for each industry; maintains clear and concise communication with the industry of the findings and possible requirements of the inspection.
- Develops and maintains technical documents and tracking systems by creating and maintaining database files for each industry to track sampling and correspondence; develops and generates tracking systems for use in project status; manipulates database to provide the industries that are considered in significant noncompliance; organizes and maintains filing system for hard copy submittals; collects and evaluates data submitted within permit applications and schedules; provides approvals and recommendations with EPA regulations for the submitted data.
- Issues enforcement documents and actions by reviewing and analyzing submitted data; initiates enforcement proceedings or negotiating resolution for pretreatment issues of diverse scope and complexity; determines the severity of the violation and necessary level of enforcement; develops and generates enforcement documents; gathers information to identify new industrial users; collects and updates the industrial waste survey identifying all industries that discharge non domestic waste to the regional wastewater system; develops and submits annual TCEQ report of enforcement actions taken and results of compliance monitoring.
- Creates wastewater discharge permits by gathering records and documentation of past pretreatment activities of each industry; reviews and analyzes a hard copy and electronically submitted pretreatment data from the wastewater permit application; provides approvals and recommendations; conducts and facilitates as a mediator in meetings with the industry seeking information or resolution; utilizes spreadsheets to calculating complex formulas for the combined waste stream formula; determines whether more stringent regulations need to be applied by reviewing EPA regulatory guidelines.
- Manages the pretreatment team by providing supervision and guidance to co-workers, instruction on proper work methods and procedures, training for employees, approving timesheets, and evaluating the work performance of employees.
Experience and Training
- Bachelor's degree from an accredited four-year college or university. Experience may substitute on a year-for-year basis.
- Two (2) or more years of experience in pretreatment compliance activities or in a similar position. Preference for at least one (1) year of prior supervisory experience.
Certificates and Licenses Required
- TCEQ Class D wastewater operator license or ability to obtain within 12 months of hire.
