This is responsible and professional engineering work of a highly technical and supervisory nature involving the direction of activities and the coordination, supporting the planning, design, analysis, permitting, construction, rehabilitation, and optimization of the City’s potable water, wastewater, reclaimed water, and related utility infrastructure.
Work involves performing engineering design and technical review of water, wastewater, or reclaimed water system improvements; preparing or reviewing utility infrastructure plans, specifications, hydraulic analyses, or regulatory submittals; and serving as engineer-in-charge and provide engineering support during construction for utility projects, including resolving technical issues in the field. Work involves advanced application of engineering skills and knowledge to perform difficult projects; and lead supervisory responsibility over other technical and professional employees assigned to specific projects. Work requires the exercise of considerable judgment and initiative; the application of professional engineering knowledge in evaluating the cost effectiveness, safety and practicality of construction methods; signing and sealing of water/wastewater construction and DEP permit documents; and providing technical support for all activities, such as preparation of plans, specifications and technical reports. Work includes preparation and review of project scopes and budgets, establishing project timelines and an efficient sequence of events, coordinating with consultants to assure compliance with the plans, and oversight of the construction process. Work requires the exercise of considerable independent judgment, initiative, and ingenuity; productive interaction with City officials, other governmental agencies, contractors, and the public; and the ability to competently and independently manage a workload that may include competing demands and challenging deadlines.
Salary: $84,496 - $135,417 DOQ

To Qualify
Minimum Qualifications. Applicants must:
- Have a valid Bachelor’s degree with major course work in engineering, construction management, architecture, landscape architecture, or a related technical field.
- Possess and continue to maintain a valid Driver License.
- Be registered as a Professional Engineer (PE) by the State of Florida at time of appointment or be able to obtain Florida registration within six months of appointment.
- Possess a minimum of four (4) years of experience in engineering level work supporting the planning, design, analysis and permitting for utility infrastructure.
- Have demonstrated abilities to specify materials and prepare plans, specifications, and cost estimates.
- Have knowledge of the principles, techniques and practices of civil engineering construction and design.
- Be skilled in the use of a personal computer and computer software including: Microsoft Word and Excel to prepare reports, analyses and studies, some GIS and CAD experience.
- Possess supervisory experience including the ability to plan, schedule, assign and review the work of any assigned skilled professional and technical employees.
- Be able to perform engineering design and technical review of water, wastewater, or reclaimed water system improvements.
- Be able to prepare or review utility infrastructure plans, specifications, hydraulic analyses, or regulatory submittals.
- Be able to serve as engineer-in-charge and provide engineering support during construction for utility projects, including resolving technical issues in the field.
- Be able to communicate clearly and concisely, orally and in writing.
- Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.
Desirable Qualifications. Preferred applicants:
- Have prior project management or leadership level experience with a water resources entity.
- Are able to gather, organize, interpret and compile relevant engineering information and data to provide a basis for sound decision making.
- Have experience developing capital and asset management programs for public water/wastewater utilities.
- Have extensive knowledge of Federal, State, and local design standards and permitting requirements.
- Have experience supervising staff and providing coaching and counseling.
- Have significant knowledge of water and wastewater treatment processes and design.
- Are skilled in technical writing, engineering cost analysis and project scheduling.
- Have prior experience and are familiar in the latest Civil 3D applications.
