We're looking for someone to join our team as a Float Quality Improvement Specialist-BH who:
The Float-Quality Improvement Specialist-BH is a highly flexible, cross-functional member of the Behavioral Health Quality team. This position is responsible for supporting quality improvement initiatives and activities across multiple Behavioral Health programs and sites, including both mental health and substance use disorder services. Under general supervision, the Float Quality Improvement Specialist – BH coordinates compliance activities, conducts audits, monitors documentation standards, and provides data reporting to support organizational, contractual, and regulatory requirements.
Unlike site-based roles, this position is not assigned to a single program or location and is expected to provide coverage and support wherever operational needs arise, including simultaneous assignments across multiple programs. The Float Quality Improvement Specialist - BH has a vital role in maintaining continuity of quality operations during staffing gaps, high-volume periods, or special projects.
Essential Functions:
Quality (For All BH Sites/Programs)
- Organize and provide summary reports that alert the BH Quality Improvement Manager and Leadership of upcoming chart compliance requirements.
- Ensure compliance with regulatory notices, safety practices, and environment of care standards.
- Conduct quality control test calls to assess veracity and quality of service claims.
- Conduct internal chart audits to ensure compliance with State (DHCS) standards, as well as county and contract standards.
- Monitor provider documentation for accuracy, timeliness, and technical compliance.
- Utilize the electronic health record (EHR) system to create reports, templates, and tracking tools for compliance monitoring.
- Monitor and facilitate staff compliance with HIPAA, W&IC, and other efforts to preserve the integrity of protected health information.
- Track and report service volume and productivity by program, team, and provider.
- Establish and maintain working relationships with internal teams and external county representatives.
- Support Clinic Managers and Leadership to ensure staff compliance with EHR requirements and required training.
- Independently prioritize workload across multiple assignments to meet competing deadlines.
- Identify compliance risks and proactively escalate issues to Leadership.
Program Support (Multi-Site/Multi-Program Scope)
- Provide quality improvement support across multiple BH programs and sites simultaneously, including specialty adult, specialty children, and SUD programs.
- Perform compliance monitoring and follow-up activities/initiatives for more than one program at a time.
- Complete required reporting such as productivity, timeliness, census, and contract deliverables.
- Assist with Medi-Cal and/or AOD certification preparedness and ongoing compliance activities, where applicable.

Support chart audits including but not limited to:
- Assessments, treatment plans, discharges, and documentation integrity
- Assist in resolving EHR or reporting issues in coordination with IT and county partners.
Float Role Expectations
- This role is not site-specific and does not have a permanent work location.
- Schedule, work location, and program assignment are subject to change at management discretion.
- Will be required to float to other work sites and programs as needed, sometimes with little or no advance notice.
- Expected to adapt quickly to different teams, workflows, and program requirements.
- May be assigned to multiple sites or projects simultaneously, balancing competing priorities.
- Must be comfortable working in varied environments, including clinic settings, administrative offices, and remote tasks (as applicable).
- Provide coverage for QI vacancies, leaves of absence, high workload periods, and special initiatives.
- Travel between sites is required; reliable transportation is required and travel may occur on a frequent or daily basis depending on assignment.
- Maintain consistency in performance, quality, and compliance expectations regardless of assignment location.
Successful with the following qualifications:
- Completion of a bachelor’s degree from an accredited college or university in Behavioral Science, Psychology, Sociology, Social Work, or a related field preferred; experience may substitute.
- Familiarity with Kern County DBH processes and contract requirements preferred.
- Strong analytical, organizational, and critical thinking skills.
- Excellent written and verbal communication skills with attention to detail.
- Ability to work independently and collaboratively across multiple teams.
- Demonstrates flexibility, adaptability, and time management skills in dynamic environments.
- Proficiency in EHR systems and Microsoft Office applications, specifically Excel.
- Ability to maintain strict confidentiality at all times.
- Pass DMV background check.
