JOB OBJECTIVE
Under the direction of the Chief Executive Officer, the Human Resources Director provides strategic leadership and operational oversight for all Human Resources functions. This position is responsible for developing, implementing, and managing comprehensive human resources programs that support the organization's mission, workforce objectives, and regulatory compliance requirements. Areas of responsibility include talent acquisition and retention, employee and labor relations, performance management, compensation and benefits administration, leave and disability coordination, workforce planning, training and development, workplace safety, organizational development, and HR compliance. The Human Resources Director serves as a key member of the leadership team, providing strategic counsel on workforce issues and fostering a positive, high-performing, and inclusive work environment.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Provides strategic direction and leadership for the organization's Human Resources programs, policies, and personnel practices to ensure alignment with organizational goals and objectives.
- Develops, recommends, implements, and administers Human Resources policies, procedures, and programs, ensuring consistent, equitable, and legally compliant application throughout the organization.
- Serves as a trusted advisor to executive leadership, providing guidance and recommendations on workforce planning, organizational effectiveness, employee relations, talent management, succession planning, and change management initiatives.
- Evaluates complex administrative and personnel matters, identifies solutions, and implements strategies to improve organizational effectiveness, productivity, and employee engagement.
- Partners with Chiefs, Directors, Managers, and supervisors to resolve personnel issues and foster a positive, respectful, and productive work environment.
- Provides leadership in employee and labor relations, including conflict resolution, performance management, investigations, corrective actions, and policy interpretation.
- Oversees the collection, analysis, and reporting of Human Resources metrics and workforce data to support informed decision-making, operational improvements, and strategic planning.
- Directs compensation administration, including wage and salary surveys, market analysis, and oversight of the performance evaluation process.
- Administers and oversees employee benefit programs, including health and welfare benefits, retirement programs, leave administration, and disability management.
- Directs the Workers' Compensation Program and provides oversight for workplace safety initiatives and the Environment of Care Program to promote a safe and healthy workplace.
- Leads talent acquisition, onboarding, employee retention, and workforce development strategies to attract, develop, and retain a highly qualified workforce.
- Oversees employee training, leadership development, performance improvement, and professional growth programs.
- Ensures the development, maintenance, and periodic review of accurate job descriptions, classifications, and compensation structures.
- Monitors emerging Human Resources trends, regulatory changes, and industry best practices, providing recommendations to leadership regarding policy and program enhancements.
- Serves as an officer of the Clinicas del Camino Real, Inc. Pension and Health Insurance Plans and fulfills responsibilities associated with those roles.
- Ensures compliance with all applicable federal, state, and local employment laws and regulations, as well as requirements of regulatory and accreditation agencies, including HRSA, The Joint Commission, and other applicable governing bodies.
- Participates in organizational committees, strategic initiatives, and special projects as assigned.
- Performs other related duties as required.
EDUCATION, EXPERIENCE, AND QUALIFICATIONS
- Master's degree in Human Resources Management, Business Administration, Public Administration, Healthcare Administration, Organizational Development, or a closely related field required.
- Minimum of five (5) years of progressively responsible Human Resources leadership experience at the Director level or higher, preferably in a healthcare, community health center, or highly regulated environment.
- Professional Human Resources certification such as SHRM-SCP, SHRM-CP, SPHR, or PHR is highly desirable.
- Demonstrated experience leading a comprehensive Human Resources function, including employee relations, talent acquisition, compensation and benefits, workforce planning, leave and disability administration coordination, compliance, and organizational development.
- Strong knowledge of federal and state employment laws, workplace regulations, and Human Resources best practices.
- Experience working with accreditation and regulatory organizations such as HRSA, The Joint Commission, and other healthcare compliance agencies is preferred.
- Bilingual proficiency in English and Spanish is helpful.
- Excellent leadership, interpersonal, analytical, conflict resolution, and communication skills.
- Demonstrated ability to influence, collaborate, and build effective working relationships across all levels of an organization.
Pay: $180,000.00 - $225,000.00 per year
