CIFC Health a program of the Connecticut Institute For Communities, Inc., is seeking full-time compassionate, highly motivated and detail-oriented Financial / Certified Application Counselor(s) to join our team. In this rewarding role, you will help patients obtain healthcare coverage and financial assistance by determining eligibility for insurance and assistance programs, guiding them through the enrollment process, and empowering them to make informed decisions about their healthcare.
Whether you are an experienced Certified Application Counselor (CAC) or have a passion for helping patients navigate healthcare coverage, we encourage you to apply. Candidates who are not currently CAC certified are welcome to apply. CIFC Health will provide the training and support necessary to obtain Certified Application Counselor certification after hire.
Position Summary
The Financial Counselor / Healthcare Eligibility Specialist assists patients in obtaining healthcare coverage and financial assistance by assessing eligibility for programs such as Access Health CT, HUSKY Health (Medicaid), and CIFC Health's Sliding Fee Discount Program. This position provides education, application assistance, and ongoing support to ensure patients receive the resources and services available to them.
Key Responsibilities

Screen patients and determine eligibility for:
- Access Health CT
- HUSKY Health (Medicaid)
- CIFC Health's Sliding Fee Discount Program
- Guide patients through health insurance and financial assistance application and enrollment processes.
- Collect, verify, and evaluate household income and supporting documentation to determine eligibility.
- Maintain accurate, timely, and confidential records of patient interactions, eligibility determinations, and applications.
- Collaborate with registration, billing, clinical, and administrative staff to ensure insurance coverage and sliding fee status are accurate and up to date.
- Stay informed of changes to healthcare regulations, Access Health CT, HUSKY Health, and guidance from the Connecticut Office of the Healthcare Advocate.
- Educate patients on available healthcare coverage, financial assistance programs, and community resources.
- Empower patients to become informed advocates for their healthcare needs.
- Participate in ongoing training and professional development.
- Share knowledge and best practices with team members to ensure exceptional patient service and regulatory compliance.
Qualifications
Required:
- High school diploma or equivalent.
- Strong customer service, communication, and interpersonal skills.
- Excellent organizational, problem-solving, and time-management abilities.
- Ability to work independently and collaboratively in a fast-paced environment.
- Proficiency in Microsoft Office Suite and other computer applications.
- Ability to maintain confidentiality and handle sensitive financial information with professionalism.
- Ability to obtain Certified Application Counselor (CAC) certification after hire. CIFC Health will provide the required training and support.
Preferred
- Current Certified Application Counselor (CAC) certification.
- Associate's degree in Accounting, Human Services, Social Work, Public Health, Business Administration, or a related field.
- Experience with healthcare eligibility, Medicaid/HUSKY Health, Access Health CT, insurance enrollment, financial counseling, or patient registration.
- Knowledge of healthcare financial assistance programs, income verification, and eligibility determination.
- Experience working in a Federally Qualified Health Center (FQHC), community health center, hospital, or healthcare setting.
- Bilingual in Spanish and/or Portuguese.
