We are seeking a talented Shared Services HR Director to join our team of nearly 500 employees. The Shared Services HR Director serves as a fractional HR Director and trusted HR partner for client organizations who contract with CCSI for shared HR services. Acting in an outsourced HR Director capacity, this role provides day-to-day, compliant HR operations and ensures systems, policies, and best HR practices are implemented effectively. This is an outsourced role and serves as an HR partner to client leadership teams and advises clients on HR compliance and best practices; final employment decisions rest with the client organizations’ leadership. This role offers the opportunity to make a meaningful impact across multiple mission-driven organizations, contribute to a growing shared services model, and work within a collaborative professional team committed to nonprofit sector capacity building.
CCSI is partnering with Managed Services to hire a Shared Services HR Director. This position is employed by CCSI and working on behalf of Managed Services.
In this role, you will
Engagement Model:
- Fractional support for multi-client portfolio of small to mid-size nonprofits in NYS with revenue under $5M.
- Hybrid: On-site and remote, depending on client needs
- Support the development of scalable systems, repeatable HR methodologies, frameworks, toolkits, and templates for long-term sustainability
- Provide input into shaping and scaling service offerings within the Human Resources vertical
- Participate in learning opportunities and share knowledge with other professionals
- Confers with and escalates to fractional CHRO assigned to clients about complex, high risk HR cases, and new requests outside contracted scopes of service.
Specific Engagement Scopes May Vary and Include:
Core Scope:
- Serve as the primary compliance resource for federal, NYS, and local employment regulation, including regulatory body requirements (DOH, OMH, OASAS, OCFS, OPWDD); identify and remediate gaps proactively
- Perform HR assessments with client organizations to determine scope and priorities
- Policy and employee handbook development, administration, and interpretation
- Employee relations support
- Employee separation compliance and offboarding best practices

Mitigate organizational risk through proactive compliance and best practices
- Recruitment support (spectrum from job postings to full-cycle recruitment)
- Performance management
- Benefits and leave administration and compliance
- Delivering HR compliance and supervisor training
- Conduct workplace investigations with objectivity and in accordance with applicable regulations; provide written summary of findings and recommendations to client leadership
As Contracted:

- Conduct workplace investigations with objectivity and in accordance with applicable regulations; provide written summary of findings and recommendations to client leadership
Ensure consistent, quality HR service delivery for client organizations
What you bring
- Minimum of a bachelor’s degree in business, human resources management, organizational development, healthcare administration, public policy, public health administration, or related field; or equivalent education and experience and/or work experience or equivalent education (see CCSI’s Education and Experience Equivalency Chart)
- Minimum of 8 years of experience as an HR Business Partner, HR Manager or HR Director with demonstrated experience managing full-cycle HR operations and employment compliance, preferably in organizations or business units with 100-300 employees.
- Experience in nonprofit/public sector environments is required.
- SPHR and/or SHRM-SCP certifications are preferred.
- Experience working with multiple clients, or outsourced delivery is preferred (such as an ASO, MSO, PEO, or HR Professional Services is preferred.)
- Experience with various HRIS systems (examples: ADP Workforce Now, Paylocity, Paycom, Paycor, Paychex Flex, UKG, Bamboo HR, Gusto, etc.)
- Excellent customer relationship skills, with the ability to assess needs, troubleshoot problems, develop solutions, and manage expectations.
- Strong written and oral communication skills. Comfortable presenting to groups – both formal and informal.
Required for this position are:
- Successful completion of all required background screenings
- Ability to travel as required or requested to work with CCSI customers.
