Background
The National Training Center (NTC) and Fort Irwin is home to the 11th Armored Cavalry Regiment, 916th Support Brigade, Operations Group, US Army Garrison, and many tenant units. The NTC, which is located in Southern California, encompasses approximately 755,606 acres, with approximately 450,000 dedicated to maneuver training to include the Western Training Area (WTA). Approximately sixty- two (62) percent of Fort Irwin's land is dedicated to ranges and maneuver There are eighteen (18) small arms and two (2) gunnery ranges, one (1) bombing range, seven (7) active drop zones, one (1) Rotation Unit Bivouac Area (RUBA), two (2) Logistical Supply Area (LSA), one (1) Initial Staging Base (ISB), two (2) Large Area Maintenance Shelters (LAMS), sixty-four (64) maneuver training areas, thirteen (13) military operations on urban terrain (MOUT) training sites, and a Brigade Live Fire Complex.
As the primary contact for the government and all other stakeholders, our TOM is responsible for ensuring the safe, efficient, and compliant execution of all contract requirements, including range operations, maintenance, logistics, supply, safety, and administrative functions. Our team responsibilities include:
- Range Firing Desk and radio communications management (24 hours a day / 365 days a year)
- Range Firing Desk operations
- Range complex resource management
- Maintenance and repair of electronic targets, Battle effects simulators, sound effect simulators, and all target components
- Provide logistical procurement support of needed maintenance and target materials
- Operation and maintenance of all power generation requirements at designated sites
- Provide accountability of all government furnished equipment (GFE)
- Aviation Fuel Services: The Contractor shall provide Aviation Fuel Services and other related services for assigned and transient aircraft
- Provide MOUT-Training Arear Repair Section (M-TARS) support
Task Order Manager (TOM) responsibilities:
- Meet all mission objectives in accordance with applicable Army regulations, installation policies, and contractual deliverable requirements.
- Provide overall management, planning, coordination, and supervision of all personnel and activities supporting the NTC.
- Serve as the primary interface with the Government for all contract matters, ensuring clear communication and timely resolution of issues.
- Ensure full compliance with contract requirements, performance work statement (PWS), safety standards, and applicable Army regulations.
- Develop and implement work plans, schedules, and priorities to meet mission objectives and training support requirements.
- Oversee financial, administrative, and operational management to ensure efficient use of resources and adherence to budget constraints.
- Monitor quality assurance and quality control (QA/QC) programs to ensure performance metrics and deliverables meet or exceed contractual standards.
- Lead and supervise subordinate managers, technical leads, and support personnel to maintain high performance and mission readiness.
- Coordinate with Range Control and training units to plan and support live-fire, maneuver, and combined arms exercises.
- Ensure all operations are conducted in accordance with AR 385-63, DA PAM 385-63, and Fort Irwin Range Safety SOPs.
- Manage risk assessments, safety compliance, and environmental protection measures for all activities.
- Prepare and submit required reports, deliverables, and performance documentation to the Government in a timely manner.
- Develop and maintain positive relationships with installation leadership, other contractors, and stakeholders to support long-term operational success.
- Manage our team training requirements included government mandated, union collective bargaining agreements, OSHA, Fire management, Pesticide / Herbicide licensing, equipment use, vehicle operator licensing, and internal company directed training programs.
- Perform other duties as required to ensure full contract compliance and mission accomplishment.
- Bachelor's degree in management, business administration, engineering, logistics, or a related field.
- 10 or more years of military leadership experience managing operations on U.S. Army installations, government service contracts, preferably in range operations, base support, or maintenance services.
- Knowledge of U.S. Army range operations, safety programs, logistics, maintenance requirements, and Hazardous Materials procedures.
- Strong understanding of DoD contracting processes, project scheduling, and performance management.
- Excellent written and verbal communication skills, with the ability to effectively interact with senior military and civilian personnel.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and project management software tools.
- Must possess a valid U.S. driver's license.
- Must be a U.S. Citizen with current DOD Secret Security clearance.
Preferred Qualifications
- Master's degree in project management, accounting, business administration, or a related discipline.
- PMP (Project Management Professional) certification or equivalent preferred.
- Familiarity with Fort Irwin and NTC Range Control operations, policies, and training requirements.
- Experience implementing and maintaining Quality AssuranceQuality Control programs under government contracts.
