Under limited supervision, this position will report major activities through periodic meetings.
Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Provides technical and analytical guidance to co-workers and project teams, supervises and evaluates assigned staff.
- Maintains system backups necessary to ensure file integrity and complete disaster recovery.
- Defines project scope and objectives based upon County/department goals. Researches, collects, analyzes, business needs for project.
- Performs planning, design, programming, testing and implementation tasks for projects and department service requests.
- Performs quality control review before applications go into service and after in service to detect errors.
- Communicates with department/s and project team about project status, revisions in design or schedules.
- Provide User support for service requests; existing applications; PC and Printer support.
- Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
- Create RFP’/RFIs and negotiates professional services and license contracts.
- Recognizes new business opportunities, develops business requirements documents, performs risk assessments, requirements planning and management.
- Provide budget projections for modifications, upgrades and enhancement recommendations for business applications.
- Performs other duties and related work as instructed and assigned.
Minimum Education and Experience Requirements:
Requires an Associate Degree in Information Technology, Computer Science or closely related field.
Desirable:
- Bachelor’s degree in related field
- Certification as appropriate
o Certification as Certified Business Analysis Professional (CBAP)
Must obtain Certification of Competency in Business Analysis (CBAP) within two (2) years of date of appointment.
Requires eight (8) years of responsible experience in information technology, business applications, preferably in the public sector; or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities. Two (2) years of the required experience must have been at the supervisory level.
The IT Software Applications Manager must demonstrate:
- Proficient in the use of a project management information system.
- Good oral and written communication skills.
- Effective communication of technical details to lay audiences.
- Establishment and maintenance of effective working relationships with those contacted in the course of work.
- Manage and prioritize work, including managing a broad range of diverse projects simultaneously.
- Build a departmental culture that is customer-focused and agile.
Physical Demands:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 50 pounds of force on a regular and recurring basis or sustained keyboard operations.
Unavoidable Hazards (Work Environment):
- Involves routine and frequent exposure to:
Extreme heat and/or cold; Wet or humid conditions.
Extreme noise levels, Animals/wildlife.
Vibration; Fumes and/or noxious odors.
Traffic; Moving machinery.
Electrical shock; Heights.
Special Certifications and Licenses:
- Must possess and maintain a valid state Driver’s License.
Thorough knowledge of:
- Principles and practices of project management;
- Principles and practices of business analysis;
- A high-level understanding of the architecture of enterprise and end-user computing; principles and practices of system analysis and customer support.
- Advanced social and communication skills necessary for leading project teams and business analysis efforts.
- County and Department policies and procedures.
