Job Summary
POSITION SUMMARY
Under general direction, the Mapping Manager will manage the overall administration and operation of the Map Office. This includes GIS, Mapping and the Parcel Certification. The Mapping Manager balances technical skills and administrative knowledge to ensure that GIS technology is being used properly and efficiently with the understanding of the legal requirements for documents being recorded that impact the ownership and geometry of properties across the County of York. A working knowledge of the agency’s database and software is required of the successful manager and the ability to communicate that knowledge effectively to all internal and external customers is essential.
Duties and responsibilities include but are not limited to: Ensuring all parcels within the County’s Parcel Fabric are maintained, quality control, Uniform Parcel Identifier verification, ownership management and working with internal and external agencies to ensure the integrity of County data. The Mapping Manager must also be prepared to coordinate GIS activities between different groups, agencies, departments, or individuals in a professional and harmonious manner.
This role requires attention to detail, foresight, and proficiency in project management to include setting goals and objectives, project milestones and completion dates, and methods of completion on multiple concurrent projects both inside our department and between other governmental GIS stakeholders. As a people leader, the Mapping Manager is responsible for supervising staff, assigning workloads, developing staff skills, and building relationships. This position reports to the Director of Assessment and Tax Claim.

Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manage and oversee GIS, Mapping, and Parcel Certification staff.
- Handle hiring, training, performance management, and disciplinary actions in compliance with County code.
- Recommend and implement procedural improvements within the Map Office.
- Collaborate with Assessment Office managers and staff to optimize workflows.
- Identify and implement process improvements for daily operations.
- Lead team projects with accountability for goals and deadlines.
- Support professional development and identify areas for staff growth.
- Oversee all daily Map, GIS, and Parcel Certification tasks.
- Maintain and troubleshoot the Assessment Office GIS database.
- Review and verify accuracy and completeness of staff work.
- Maintain communication with municipalities and external stakeholders.
- Deliver excellent customer service to internal and external clients.
- Coordinate with Recorder of Deeds on parcel certifications and plan submissions.
- Liaise with title searchers and legal entities for parcel/mapping verification.
- Collaborate with GIS stakeholders to maintain map integrity.
- Assist taxpayers with map-related inquiries and discrepancies.
- Administer and maintain the GIS system.
- Digitize new parcels and maintain existing parcels using Parcel Fabric.
- Ensure parcel creation and updates based on legal documentation.
- Maintain accurate property ownership records within York County jurisdiction.
- Ensure integrity of CAMA data for ownership, acreage, and sales, integrating with Parcel Fabric.
- Manage multiple priorities and meet deadlines efficiently.
- Share data appropriately with external customers.
- Utilize Assessment, Mapping, and Microsoft Office software applications.
- Train field assessors on mapping processes.
- Interpret and apply legal terminology to operational procedures.
- Represent the Assessment Office on GIS-related committees and meetings, including County GIS Advisory Council, municipal outreach, and CAP/COM review.
- Coordinate with the Planning Commission on plan submissions and municipal regulations.
- Attend management staff meetings.
- Perform other related duties as assigned.

Essential Requirements
ESSENTIAL REQUIREMENTS
- Bachelor’s degree in GIS, Geography, Computer Science, or a related field (or equivalent experience).
- Minimum of 5 years’ experience in GIS systems and 3 years’ experience in management.
- Minimum of 2 years’ experience working in a GIS database.
- Strong knowledge of GIS systems, Parcel Fabric, and database management.
- Familiarity with legal documentation related to property ownership and mapping.
- Proficiency in Microsoft Office, ESRI products and GIS software applications.
- Excellent leadership and team management skills, including hiring, training, and performance oversight.
- Strong project management abilities with experience handling multiple priorities and deadlines.
- Exceptional communication skills for technical and non-technical audiences.
- Ability to interpret and apply legal terminology to operational procedures.
- Detail-oriented with strong analytical and problem-solving skills.
- Customer service mindset with the ability to work collaboratively with internal and external stakeholders.
- Experience in troubleshooting and maintaining GIS databases.
- Ability to train staff and field assessors in mapping processes.
- Knowledge of assessment practices and municipal regulations is a plus.
