This position is located in the DC Health, Office of the General Counsel (OGC). The purpose of the work is to review and analyze facts and law for the DC Health, OGC, which contributes to the overall effective and efficient accomplishment of the day to day operations of the legal business of the District of Columbia. The work affects the agency’s reliability, attainment of established objectives and compliance with specific District and Federal rules and laws.
Duties and Responsibilities
The incumbent will be responsible for assisting management in providing legal advice for the Office of the General Counsel. Conducting extensive and detailed research of legal documents dealing with proposed laws and amendments to existing laws, superseded laws and regulations, and the legislative history of Federal and District laws and regulations. The incumbent researches and assists in preparing responses for the management of the division/section of the agency to selected and sensitive, and often confidential inquires and correspondence from the Mayor, members of the Council of the District of Columbia, officials of the District and Federal governments and those surrounding jurisdictions, members of the private sector, both individual and organized, and the general public.
Assists with conducting a continuing review and evaluation of existing District of Columbia and Federal statutes and regulations to determine the need for new regulations or amendments, administrative and enforcement procedures, and providing clarification in instances of ambiguities or conflict with other laws and regulations. Recommends and drafts new enabling legislation and amendments to existing legislation for review and approval, as appropriate.
Incumbent assists in reviewing and revising certain directives and correspondence, including standard operating procedures, inspections reports, reporting requirements, and other legal documents relating to enforcement actions. Incumbent may be requested to answer questions regarding compliance with grant requirements, auditing, reporting, questions of fraud, and other grant deficiency practices.
Qualifications and Education
Individual must possess one (1) year of specialized experience equivalent to the Grade 12 level, or its non-District equivalent. Specialized experience is experience, which is in or directly related to the line of work this position and has equipped the applicant with the particular knowledge, skills, and abilities successfully perform the duties of this position.
Must possess a Juris Doctor from a law school accredited by the American Bar Association (ABA) at the time of appointment.
Must have at least 2 years of post J.D. professional legal experience. 3 or more years of post J.D Experience is preferred.
Licensures, Certifications and Other Requirements: Must be an active member in good standing of the District of Columbia Bar or must be admitted in another United States jurisdiction, have the ability to waive in, and be admitted within 365 days of appointment.
An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.

The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.

Approved Funding: At the time of this posting, the approved funding amount for this position does not exceed $112,000. Official salary offers are contingent upon the availability of funds.
Tour of Duty: Monday - Friday - 8:15 a.m. - 4:45 p.m.

Collective Bargaining Unit: This position is in the Collective Bargaining Unit represented by AFGE 1403, and you may be required to pay an agency service fee through direct payroll deduction.
