Diaconia is seeking a Senior Full-Stack Web Developer & Data Modernization Lead to support a federal civilian customer's enterprise data modernization program. This role supports a mission-critical, nationwide case-management and intelligence-analysis platform that integrates data, analytics, enterprise search, reporting, AI/ML-enabled enrichment, and organizational workflows across multiple regions. The Senior Full-Stack Web Developer & Data Modernization Lead will lead UI modernization and full-stack application development efforts supporting enterprise search, data tools, analytical products, dashboards, APIs, and mission data access. The role will provide technical and management leadership across web application development, enterprise search modernization, cloud-supported OpenSearch platforms, UI frameworks, DevOps practices, technical documentation, deployment support, and user support.
Key Responsibilities
- Lead UI team activities across modernization, application design, development, testing, deployment, maintenance, and enhancement.
- Provide technical and management leadership on major tasks and technology assignments.
- Establish goals and plans that meet project objectives; supervise others as required.
- Apply expert domain knowledge that impacts overall project implementation.
- Develop and deliver high-quality data systems, reports, analytical products, and application features.
- Deliver O&M support for existing data systems, including enterprise data warehouse-related integrations and data access capabilities.
- Support and enhance enterprise reporting delivered through Power BI dashboards.
- Design, develop, support, maintain, and enhance enterprise search applications integrating multiple data sources, APIs, business intelligence functions, and OpenSearch features.
- Develop 3-5 new data tools to support user needs.
- Ingest 3-5 new data sources using Logstash or equivalent tools.
- Create visualizations and dashboards using Kibana or similar tools for real-time performance monitoring and bottleneck identification.
- Support enhanced visualization capabilities, including Power BI, entity relationship charting, and mapping functionality.
- Support AI/ML module development, enhancement, research, and deployment for entity extraction and relationship mapping using unstructured datasets.
- Support modernization of the customer's data ecosystem, including evolving technology stacks within and outside cloud environments.
- Design, code, test, and deploy applications using technologies such as C#, ASP.NET C# MVC, ASP.NET Core, Python, JavaScript, PowerShell, T-SQL, SQL, React, AngularJS, RabbitMQ, Visual Studio, .NET Core, ElasticSearch, AWS OpenSearch, APIs, and related frameworks.
- Support configuration management, monitoring, optimization, and maintenance of cloud high-availability OpenSearch environments.
- Develop and maintain APIs for internal and external application consumers.
- Support decoupled application development using message queuing technologies.
- Implement automated testing frameworks to improve code quality, reliability, and maintainability.
- Perform bug fixes, code refactoring, application troubleshooting, and performance improvements.
- Monitor application logs, user activity, application usage, platform performance, and error trends.
- Support application performance standards, including 99.9% application uptime during operational hours and sub-3-second response times for user actions, excluding long-running batch processes.
- Support data migration accuracy objectives and prevent data loss during migration and integration activities.
- Support application deployments across development, beta, production, and other customer-designated environments.
- Implement DevOps practices to streamline development, integration, testing, and deployment processes.
- Coordinate with engineering, cloud services, information security, operations, data engineering, reporting, and product owner teams.
- Produce and maintain technical documentation, including API specifications, system architecture diagrams, process workflows, SDK-related documentation, wiki content, deployment notes, and user-facing support materials.
- Provide Tier 2 customer support and support end-user training sessions, documentation, quick reference guides, and wiki content.
- Adhere to Agile Scrum, Kanban, or other delivery methodologies as directed. to support a federal civilian customer's enterprise data modernization program. MINIMUM REQUIREMENTS
- U.S. Citizenship required.
- Active U.S. government Secret clearance or higher required at proposal submission.
- Bachelor's degree and 10+ years of related experience required.
- Four additional years of relevant experience may be substituted in lieu of a Bachelor's degree.
- A Master's degree or higher may reduce the required experience by two years.
- 10+ years of software or web development experience.
- 5+ years of experience with Agile development methodologies.
- 5+ years of ASP.NET C# MVC web development experience using Visual Studio 2019 or higher.
- 5+ years of experience with application search or enterprise search.
- Experience with ElasticSearch, AWS OpenSearch, or comparable enterprise search technologies.
- Experience with configuration management of a cloud high-availability OpenSearch cluster with 10+ nodes.
- 5+ years of decoupled application development leveraging message queuing.
- 2+ years of React.js or AngularJS experience.
- 1+ year of ASP.NET Core experience using Visual Studio 2019 or higher.
- Experience supporting application development, O&M, modernization, DevOps, technical documentation, testing, deployment, and user support in an enterprise environment.
- Ability to communicate technical recommendations clearly to customer stakeholders, product owners, end users, and technical teams.
- Candidate must be willing and able to work onsite three days per week and remote two days per week, subject to Government direction
- Less than 10% CONUS travel may be required with Government approval
Preferred Qualifications
- Experience with federal civilian, law enforcement, investigative, intelligence, or sensitive mission data environments.
- Experience with C#, Python, JavaScript, PowerShell, T-SQL, SQL, React, AngularJS, RabbitMQ, Visual Studio, .NET Core, Elastic/OpenSearch, microservices, Logstash, Kibana, or similar tools.
- Experience developing enterprise search applications, data tools, audit modules, workflow applications, API-enabled services, or visualization tools.
- Experience supporting AWS OpenSearch platform operations, performance monitoring, alerting, backup and disaster recovery support, security compliance, and cost optimization.
- Experience with CI/CD, DevSecOps, automated testing, unit testing, peer code review, pull request workflows, and production deployment coordination.
- Experience supporting Agile Scrum or Kanban delivery using Azure DevOps or similar tracking tools.
- Experience preparing technical documentation, user documentation, quick reference guides, architecture diagrams, API guides, and wiki content.
