CAREER PLANNER
POSITION FUNCTIONS
- Helps design and implement participant outreach and recruitment plan.
- Establishes all eligibility (WIOA and /or Trade) according to established procedures.
- Completes assessment through formal testing of basic skills, interest and aptitudes, interpreting test results, analyzing past work experience and assessing strengths, barriers and family support needs.
- Maintains applicant and participant files following federal, state, and local standards.
- Develops an individual service strategy (for youth) and individualized employment plans for (Adults / Dislocated Workers) with each client addressing resolution of barriers to employment and including referrals for other sources of assistance.
- Enrolls applicants in activities according to objectives in the Local Plan, and monitors participants progress through training, job search and job placement.
- Provides retention services assisting participants with problem-solving techniques, time and stress management, referrals for services and WIOA supportive services.
- Manages program budget in accordance with accounting system procedures and instructions.
- Coordinates with work experience sites to develop worksite agreements and assure smooth operation, including reviewing timesheets.
- Coordinates services with other agencies through problem solving meetings and cooperative staffing.
- Prepares training, and service obligation records, exit records and enters information on the IWDS system.
- Authorizes payments for participant training and service costs.
- Assists participants in job search activities.
- Conducts all necessary follow-up activities.
- Monitors achievement of performance standards.
- Performs other duties as assigned.
JOB REQUIREMENTS
- Serves as liaison with in-school and out-of-school youth providers, monitoring the achievement of the providers in obtaining contractual goals and obtaining needed reports and data.
- Ability to assist customers in setting vocational goals.
- Assists in developing potential providers.
- Provides for supportive services, and other assistance such as tutoring and mentoring.
- Ability to assist applicants and participants with their unique barriers.
- Knowledge of local economic and employment opportunities.
- Knowledge about post-secondary training opportunities and procedures for enrolling in such training.
- Ability and temperament to maintain both detailed written and computerized records.
- Knowledge of the social service provider network in community.
- Ability to work well with professionals on staff and in other fields.
- Ability to communicate effectively both orally and in writing.
- Ability to utilize and interpret test results.
ADDITIONAL JOB REQUIREMENTS for YOUTH CAREER PLANNERS
- Ability to assist youth in setting vocational goals.
- Knowledge of youth perspectives, attitudes, and social issues.
DIFFICULTY OF WORK
Work involves diversified and complex decision making. Some guidelines may exist however, incumbent exercises considerable judgment in interpreting data, applying legislation, and making significant recommendations or compromises in unusual circumstances.
RESPONSIBILITIES
Responsibilities for specific programmatic functions are assigned. Areas may include programs such as assessment, classroom training, on-the-job training, job coaching and pre-employment and placement counseling, or special projects that may be developed. Supervisor provides agency guidelines and policies, but decisions are made to obtain program objectives and to comply with legislation. Work is reviewed for soundness of judgment and compliance with policy.
PERSONAL WORK RELATIONSHIPS
Work relationships involve problem solving, discussions and cooperative meetings with representatives of organizations, employers, and sub recipients.
MINIMUM EXPERIENCE AND TRAINING
Bachelor Degree with a major in Secondary Education, Business, Sociology, psychology, counseling or related field and 1 year of related client contact experience.
Access to an automobile and ability to obtain a driver's license.
