General Summary
In alignment with the established policies and procedures of the East Lansing Public School District, the Director of Technology and Media Services is responsible for providing strategic leadership, planning, implementation, and management of the district's technology infrastructure, instructional technology, cybersecurity, data systems, and library/media services. This position ensures that technology and media resources support student achievement, enhance teaching and learning, improve operational efficiency, and align with the district's mission, strategic goals, and state and federal requirements.
The Director collaborates with district and building administrators, teachers, support staff, students, and community stakeholders to develop and maintain innovative, secure, and equitable technology and media services throughout the district. The duties listed below are not intended to be all-inclusive; rather, they are representative of some of the primary responsibilities associated with this position.
Essential Duties and Responsibiities
Leadership and Strategic Planning
1. Develop and implement a comprehensive district technology plan aligned with the
district's strategic goals.
- Provide visionary leadership for instructional technology, digital learning, cybersecurity, and media services.
- Monitor emerging technologies and recommend innovative solutions that improve instruction and district operations.
- Lead district technology initiatives and manage technology-related change effectively.
- Collaborate with district leadership to support instructional improvement through technology integration.
Technology Infrastructure
- Direct the planning, implementation, maintenance, and replacement of district technology infrastructure, including:
- Wired and wireless networks
- Internet connectivity
- Servers and cloud services
- Telecommunications systems
- Classroom technology
- Audio/visual systems
- Ensure high system availability, reliability, and performance.
- Develop long-term technology replacement and lifecycle plans.
Cybersecurity and Data Privacy
1. Lead district cybersecurity initiatives.
- Develop and maintain disaster recovery and business continuity plans.
- Ensure compliance with FERPA, COPPA, CIPA, HIPAA (where applicable), and other state and federal regulations.
- Coordinate cybersecurity awareness and staff training.
- Manage security incident response and risk mitigation.
Instructional Technology
1. Support effective integration of technology into teaching and learning.
- Collaborate with curriculum leaders to identify instructional technology tools that improve student learning.
- Evaluate instructional software and digital resources.
- Support implementation of learning management systems and digital curriculum platforms.
Media Services
1. Provide leadership for school library and media programs.
- Support district media specialists and library staff.
- Coordinate selection and implementation of print and digital library resources.
- Promote digital citizenship, information literacy, and equitable access to resources.
Information Systems
1. Oversee student information systems and other enterprise applications.
- Ensure data integrity, reporting accuracy, and compliance with state reporting requirements.
- Coordinate technology systems supporting business operations, human resources, transportation, food service, and other district functions.
Personnel Management
1. Supervise technology and media services personnel.
- Recruit, evaluate, mentor, and develop department staff.
- Foster a collaborative, customer-service-oriented team culture.
- Coordinate professional learning for technology staff and district employees.
Budget and Asset Management
1. Develop and administer departmental budgets.
- Prepare long-range technology replacement plans.
- Pursue grants and funding opportunities.
- Manage technology purchasing and vendor relationships.
- Maintain accurate inventory and asset management systems.
Customer Service
1. Establish service standards and help desk procedures.
- Ensure timely response to technology support requests.
- Build strong working relationships with district staff and community partners.
Compliance
1. Ensure compliance with E-Rate requirements.
- Maintain compliance with software licensing agreements.
- Coordinate technology-related audits and reporting requirements.
Education and Preferred Certifications
1. Master's degree in Educational Technology, Information Technology, Educational
Leadership, Computer Science, Business Administration, or a related field
preferred
- Bachelor's degree in a related field required
3. Microsoft, Google, or CompTIA certifications
- MSBO Chief Technology Officer (CTO) certifications
- Other relevant cybersecurity or technology certifications
Experience, Knowledge and Skills
1. Minimum of five years of progressively responsible leadership experience in
educational technology or information technology.
- Experience managing enterprise technology systems, networks, and cybersecurity.
- Experience supervising staff and managing budgets.
- Experience working in a K-12 educational environment preferred.
- Knowledge of instructional technology best practices.
6. Knowledge of network infrastructure, cloud computing, cybersecurity, and
systems administration.
- Understanding of school finance, purchasing, and project management.
- Knowledge of educational technology standards and digital learning initiatives.
- Strong leadership, communication, and interpersonal skills.
- Ability to analyze complex technical issues and communicate solutions clearly.
- Demonstrated commitment to equity, innovation, and continuous improvement.
Physical Requirements
1. Ability to travel between district buildings.
- Ability to lift and move technology equipment up to 40 pounds.
- Ability to work occasional evenings and weekends as needed.
