Requirement: Applicants must possess a valid REAL ID - compliant driver's license or identification card, or be able to obtain one before employment, as it is required for access to secure military installations.
Applicant must be able to work Monday through Friday, 8:00 am to 4:30 pm, and rotate weekends.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Administer various types of contracts and subcontracts, including Firm Fixed Price, Time and Material (T&M), Indefinite Delivery, Indefinite Quantity (IDIQ), Master Service Agreements (MSA), and Task Orders from solicitation to closeout
- Prepare proposals, including SourceAmerica pricing packages, for contracts and subcontracts (new and follow-on) by soliciting input from operational staff such that all portions of the proposals are completed accurately, timely, and properly formatted; must also articulate and write sound Basis of Cost documents to facilitate successful negotiations
- Effectively manage contractual activity (including contract modifications, MSAs, BPAs, POs, SOWs, TOs, IDIQ, extra work, etc.) by implementing routine tracking of necessary items (e.g., pricing, invoicing, administration, and contract deliverables) and providing timely correspondence
- Maintain current and accurate Contract Status Reports and other tracking tools for contracts/subcontracts to assist in effective operations management and provide sound advice and guidance regarding contract requirements
- Develop solicitations for subcontracts, evaluate proposals, perform cost or price analyses, perform due diligence for source selections, negotiate, award, and manage subcontract agreements and modifications with applicable flow-down requirements according to FAR and Eggleston policies
- Work collaboratively with the leaders within the Federal Contracts division, Central Agency, and Finance to monitor performance against the cost allocation and contract requirements to anticipate changes in contract funding or scope of work, including requests for equitable adjustment
- Set clear expectations for operational staff for implementing and monitoring each contract, ensuring smooth handoff from award to contract execution, ensuring that all managers know the information exchange required to/from them
- Facilitate a seamless exchange of information, thereby proactively working toward quality contract performance, financial success, and achieving Eggleston’s goals and objectives
- Work with the Accounting Division to confirm that payment invoices from vendors and subcontractors are processed accurately, timely, and according to contract terms
- Review and analyze monthly records from Accounts Receivable, working with customers to facilitate prompt receipt of payments, recommend actions to obtain payments, and correct variances or inaccuracies
- Routinely evaluate regulatory and/or reporting compliance for entities such as OSHA, DOL, DARS, CARF, and the AbilityOne Program
- Other duties as assigned Routine travel required to visit laundry facilities, service locations, and military bases and installations
QUALIFICATIONS, EDUCATION, & EXPERIENCE:
- The following qualifications represent the training, education, certifications, licensures, and/or work experience required to perform the essential duties and responsibilities successfully:
- Degree in a business or related field, or any combination of equivalent education and experience
- Minimum seven years of progressively independent contracts administration experience, with an emphasis on federal government contracting
- An advanced degree and/or CPCM, CFCM, or other relevant certification preferred, or the ability to obtain within the first six months of employment
- Must be able to acquire and maintain a military security clearance
- Extensive knowledge of federal, state, and private sector principles and procedures, including regulatory requirements of the Federal Acquisition Regulation (FAR), the Department of Labor (DOL), the Occupational Safety and Health Administration (OSHA), and the AbilityOne Commission
- Knowledge of local contracting, the Multiple Award Schedule (MAS) program, the System for Award Management (SAM), SourceAmerica, and/or the Virginia Procurement Portal (eVA)
- Considerable experience supervising, managing, or training others required; experience working with individuals with disabilities preferred
- Demonstrated commitment to diversity, equity, inclusion, and accessibility with sound management practices and professional ethics and boundaries
- Capable of establishing and maintaining interpersonal relationships
- Excellent oral and written communication skills
- Ability to organize, manage, and prioritize multiple tasks and quickly adapt to changes in job routines Effective use of technology and information systems, including, but not limited to, Microsoft 365

PHYSICAL DEMANDS & WORK ENVIRONMENT:
Physical demands: Performing the duties of this job requires near visual acuity, the ability to hear, understand, and distinguish speech and/or other sounds, and gross manipulation. Additionally, the employee:
- Must be free of tuberculosis in a communicable form
- Must be able to lift and/or move up to 40 pounds
- Must be able to sit or stand for prolonged periods of time (up to two hours) Must be able to complete tasks that require a full range of motion, including pushing/pulling, crouching, stooping, or reaching at/below shoulder level and overhead
Work environment: While performing the duties of this job, the employee will be primarily in an industrial setting and may be exposed to dust/lint. Must be able to withstand extreme fluctuations of temperature and noise level. Work schedule includes some weekends and most holidays.
