Position Summary
The Senior Manager of IDIQ StrategyProposal Management is responsible for establishing and leading the Company's IDIQ contract vehicle management and task order response capability while serving as the lead Proposal Manager for task order pursuits under IDIQ, BPA, MAC, GWAC, and GSA contract vehicles. This position works across Business Development, Capture, Proposal Management, Contracts, Pricing, and Operations to maximize revenue opportunities through existing contract vehicles. The Senior Manager will develop the Company's IDIQ management framework, establish standard operating procedures, define staffing requirements, implement governance, and build a scalable organization to support long-term growth. In addition to leading task order proposal efforts, this position will provide proposal management support on strategic corporate pursuits as workload demands require.
Essential Functions
IDIQ Program Development and Leadership
- Develop and implement the Company's IDIQ contract vehicle management strategy.
- Establish a centralized process for identifying, evaluating, and responding to task order opportunities.
- Design the organizational structure required to support future IDIQ growth.
- Define staffing requirements, roles, and responsibilities for the IDIQ management organization.
- Develop standard operating procedures, templates, workflows, and governance for IDIQ pursuits.
- Establish performance metrics and reporting for the IDIQ organization.
- Recommend improvements to business development, capture, and proposal integration.
- Build scalable processes supporting future expansion of the IDIQ portfolio.
- Recruit, mentor, and supervise future IDIQ Proposal Managers and Coordinators.
- Define workload distribution and staffing assignments.
- Establish performance expectations for the IDIQ team.
- Develop training materials and onboarding processes.
Task Order Proposal Management
- Lead proposal execution for assigned task order opportunities under IDIQ, BPA, MAC, GWAC, and GSA vehicles in coordination with Business Development and Capture leadership.
- Monitor vehicle portals, SAM.gov, GSA eBuy, and agency-specific systems in coordination with BD and Capture to identify proposal-relevant task order opportunities, amendments, and notices.
- Analyze solicitation instructions, evaluation criteria, PWS/SOW/SOO requirements, clauses, attachments, amendments, Q&A, and vehicle-specific ordering instructions.
- Translate capture strategies, win themes, and discriminators into structured proposal response approaches.
- Assist with competitive assessments including incumbency analysis, customer priorities, competitor positioning, and likely bid strategies as input to proposal planning.
Proposal Planning, Development, and Submission
- Lead task order proposal kickoffs and coordinate writers, subject matter experts, volume leads, reviewers, pricing, contracts, and subcontractor contributors.
- Develop and manage proposal schedules, compliance matrices, outlines, writer instructions, responsibility matrices, kickoff materials, and cross-team coordination.
- Ensure task order instructions, evaluation criteria, amendments, Q&A, and contract vehicle requirements are fully incorporated into proposal response plans.
- Coordinate proposal reviews, including Pink, Red, Gold, and final quality reviews, and track recovery actions to closure.
- Support the development and organization of reusable proposal artifacts including staffing templates, resumes, past performance references, technical content, graphics, and management approaches.
- Manage final production, quality checks, file naming, electronic submission, post-submission clarifications, debrief analysis, win/loss reviews, and lessons learned.
IDIQ/GSA Vehicle Proposal Readiness
- Coordinate with Contracts and leadership to ensure compliance with IDIQ and GSA contract requirements.
- Monitor vehicle ordering periods, ceilings, labor category requirements, task order issuance parameters, and other vehicle constraints for proposal impacts.
- Track amendments, Q&A, portal notices, reporting inputs, and proposal-related compliance documentation.
- Maintain proposal readiness artifacts including points of contact, submission instructions, compliance checklists, response templates, past performance references, resumes, and staffing templates.
- Coordinate with Pricing, Contracts, and Operations to confirm proposal assumptions, labor categories, subcontractor inputs, limitations on subcontracting considerations, and deliverability.
- Identify vehicle constraints or compliance risks that could affect proposal strategy, schedule, pricing, or submission.
- Support periodic vehicle readiness reviews by providing proposal pipeline status, response lessons learned, and recurring proposal risks.
Strategic Alignment and Collaboration
- Translate account and capture strategies into compliant, executable task order proposal plans in coordination with Business Development and Capture leadership.
- Serve as the proposal execution coordinator across BD, Capture, Technical, Operations, Pricing, Contracts, executive stakeholders, and teaming partners.
- Validate solution feasibility with Program and Operations teams, ensuring staffing realism, transition approach, risk mitigation, and deliverability.
- Coordinate teammate and subcontractor inputs, data calls, past performance references, resumes, staffing details, and technical content.
- Provide leadership visibility through proposal schedules, status updates, compliance risks, review outcomes, and decision points.
- Advise executive leadership on IDIQ strategy.
- Recommend investments in new contract vehicles.
- Develop long-term contract vehicle growth plans.
- Establish relationships with Contract Managers, Capture Managers, and Business Development Directors.
- Improve collaboration across BD, Capture, Proposal, Contracts, Pricing, and Operations.
Proposal Process Management and Continuous Improvement
- Support continuous improvement of the organization's proposal lifecycle and task order response processes.
- Maintain task order response templates, compliance checklists, writer instructions, review forms, and standardized proposal documentation.
- Maintain and improve proposal content libraries, reusable artifacts, resumes, past performance references, and response templates to accelerate compliant task order responses.
- Track proposal performance metrics such as on-time submission, compliance quality, review readiness, proposal throughput, win rate, and lessons learned closure.
- Support training and coaching for writers, reviewers, and SMEs on proposal best practices, compliance, color reviews, and vehicle-specific response requirements.
Required Qualifications
- Bachelor's degree in Business Administration, English, Communications, Engineering, or a related field.
- Ten (10) years or more of experience managing federal proposals, including capture management, IDIQ, BPA, MAC, GWAC, or GSA vehicle management, or business development supporting task order pursuits.
- Strong understanding of the federal proposal lifecycle, including capture handoff, compliance planning, proposal development, color reviews, production, and submission.
- Demonstrated ability to interpret Section L/M, PWS/SOW/SOO requirements, clauses, evaluation criteria, amendments, Q&A, and vehicle-specific ordering instructions.
- Experience developing compliance matrices, proposal outlines, schedules, kickoff materials, writer instructions, review packages, and final submission packages.
- Ability to coordinate complex proposal efforts across technical, management, contracts, pricing, capture, operations, and subcontractor stakeholders under compressed deadlines.
Preferred Qualifications
- APMP Foundation, Practitioner (CP APMP), or higher certification.
- Experience with Shipley-based proposal processes.
- Experience supporting DoD or Federal Civilian IT programs.
- Experience with Tribal 8(a), small business, or mentor-protégé contracting models.
- Experience using AI-enabled proposal tools, automated content libraries, or proposal management platforms.
- Proficiency with Microsoft 365 collaboration tools and CRM/pipeline management systems.
- Active or previous U.S. Government security clearance.

Work Schedule
- Monday through Friday from 8am – 5pm, with core hours from 9:00am to 3:00pm.
Work Location
- This position may be performed remotely, in a hybrid arrangement, or on-site. Candidates residing within the Huntsville, Alabama, metropolitan area are expected to work onsite or in a hybrid capacity. Remote work arrangements may be considered for highly qualified candidates who reside outside the local commuting area.
