Position Summary
Under the direction of the Director of Equal Employment Opportunity, the Senior Investigator & Compliance Specialist provide senior-level oversight of civil rights compliance procedures, complaint resolution processes, and institutional equity/accessibility initiatives for assigned CT State Community College campuses and presidents. This role manages formal investigations, supports informal resolution pathways, and ensures procedural integrity across training, equal employment opportunities, and internal audits.
The Senior Investigator and Compliance Specialist collaborates with campus leadership and other internal and external stakeholders to uphold legal and procedural standards and contributes to strategic compliance reporting in accordance with CSCU Policies 4.13 and 4.05, and Connecticut General Statutes and Federal Civil Rights laws including but not limited to laws prohibiting discrimination based on protected classes, including CFEPA, Title VII, Title VI, Title IX, ADA, ADEA, Equal Pay Act, Rehabilitation Act, and GINA.
Essential Duties and Responsibilities
Under the direction of the Director of Equity and Civil Rights, the Senior Investigator & Compliance Specialist is accountable for providing administrative services in support of the CT State Community College’s programs through effective performance in these essential functional areas:

- Internal Auditing & Reporting
- Training & LMS Oversight
- Affirmative Action, Equal Employment Opportunity & Recruitment Equity
Additional responsibilities include:
- Service on assigned committees and task forces as needed.
- Attendance and participation at committee, staff, informational and professional meetings which may occur during evening hours.

Minimum Qualifications
Master’s degree with four (4) or more years or a Bachelor’s degree with six (6) or more years of experience in civil rights compliance, accessibility coordination, or related roles. Two (2) years of experience managing and leading projects.
Required Knowledge, Skills, and Abilities:
- Implementing and ensuring compliance with civil rights laws including, but not limited to, Title VI, Title VII, Title IX, CFEPA, Equal Employment Opportunity.
- Conducting civil rights investigations in compliance with relevant state and federal laws.
- Experience with case management systems, training platforms, and procedural documentation.
- Strong communication, analytical, organizational, and collaboration skills.
- Ability to work effectively with individuals from diverse academic, socioeconomic, cultural, and ethnic backgrounds, including individuals with disabilities
- Excellent interpersonal, oral, and written communication skills
- Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams)
Preferred Qualifications
- Served as a Title IX/ADA/504 Coordinator in Higher Education or similar context
- Two (2) years’ experience in higher education or a similarly complex public-sector environment.
- Experience performing civil rights compliance work in a unionized environment
- Experience with student-to-student investigations
- Civil Rights Certification(s), e.g., ADA, Investigations, Student Conduct, Title IX, etc.
