Job Description
Summary : This position provides strategic leadership within the organization or assigned functional area, directing the activities of a department, function, or major project. It requires the application of extensive HR experience and subject‑matter expertise to address complex issues and make decisions that may impact employees, clients, budgets, policies, procedures, work practices, and compliance programs.
Scope: The purpose of this position is to analyze, plan, coordinate, manage, and execute complex projects, programs, and strategic initiatives across one or more HR disciplines, business units, or global/geographic areas to enhance workforce effectiveness. The role is responsible for developing, administering, and directing HR policies, programs, and practices while ensuring alignment with company standards and compliance with local regulations. The position carries fiduciary accountability for related budgets and may serve as the primary leader for a designated HR discipline on behalf of the company.
Principal Job Duties & Responsibilities:
- Serve as a strategic HR business partner, guiding the development and implementation of HR policies, programs, and initiatives.
- Partner closely with operational leaders to align HR strategies with business goals.
- Lead staffing and talent initiatives to attract, retain, and develop a qualified workforce.
- Oversee HR operations to ensure compliance with corporate standards, local regulations, and evolving business needs.
- Approve HR documentation and manage relationships with external agencies and vendors.
- Represent the company at industry meetings and maintain knowledge of HR trends and regulatory requirements.
- Assess organizational and HR risks and recommend appropriate actions.
- Manage HR staff and foster employee development and performance.
- Ensure consistent application of HR policies across business units and locations.
- Analyze complex issues, recommend solutions, and manage multiple priorities to meet deadlines.
- Maintain compliance with company policies, health and safety standards, and sustainability initiatives.
- Provide leadership on union matters, including contract interpretation, labor–management communication, grievances, and negotiations.
- Ensure full compliance with Service Contract Act (SCA) requirements and partner with legal/operations to mitigate related risks.
- Train HR and operational teams on union obligations, SCA compliance, and best practices.
- Travel as needed and perform additional duties as assigned.
Basic Job Requirements
- Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years* of work-related experience or a combination of education and directly related experience equal to twenty-two (22) years* non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner *These are the typical years of experience required for this job.

- Participate in professional organizations and develop relationships and promote mutually beneficial partnerships with external resources and suppliers, negotiating and overseeing contracts as appropriate
- Coach others regarding applicable employment laws and regulatory requirements and keep abreast of emerging and changing issues.

- Develop project recruitment strategy in collaboration with country/region Human Resources, Talent Development, and business management as applicable
Preferred Qualifications
- Accredited four‑year degree or global equivalent in Human Resources, Industrial Relations, Psychology, Education, or a related field; advanced degree preferred.
- Professional HR certifications such as SPHR, GPHR, or equivalent accreditations.
- Completion of leadership, management, or professional training programs.
- Participation in professional HR associations, conferences, or industry forums.
- Strong analytical, judgment, problem‑solving, and conflict‑resolution skills with the ability to provide sound, independent recommendations.

- Strong working knowledge of the Service Contract Act (SCA), including wage determinations, fringe benefits compliance, documentation requirements, and HR responsibilities within government contracting environments.
