JOB SUMMARY: The Deputy Chief Operations Officer will report directly to the Chief Operations Officer (COO) and Chief Executive Officer (CEO), and work collaboratively with the Chief Financial Officer (CFO) and Chief Medical Officer (CMO) to build and maintain the operation and management of Franklin Primary Health Center, Inc.
ESSENTIAL FUNCTIONS:
- Oversee / coordinate Alabama College of Osteopathic Medicine (ACOM) Program
- Oversee / coordinate USA medical students program
- Serve as Program Coordinator for our Residency program
- Participate in Joint Commission and NCQA accreditations and OSVs
- Participate in development of incentive plan for providers and support staff
- Oversee expansion of the Behavioral Health & HIV programs
- Work with CFO and CMO to:
- Reduce lab costs
- Oversee development and expansion of Mammography services
- Observe and adjust staffing ratios as necessary
- Expand and oversee Telehealth services
- Help CEO lead, build, and strengthen the Franklin brand/culture
- Provide leadership for Strategic Planning
- Provide leadership as we move from FFS to VBC
- Help develop new workforce and retention strategies
- Monitor costs to ensure the organization remains cost effective (costs per medical provider, costs per user, medical costs, administrative costs)
- Develop and implement new strategies to increase patient encounters and center profitability
- Assist in the writing and development of grants
- Other duties as required by the COO/CEO
MANAGEMENT RESPONSIBILITES: Assist in the management and operation of all sites. Supervise, direct, and evaluate the Physician Recruiter, Director of Outreach, Director of Planning, Development & Facilities, HCH Program Director, Director of Substance Abuse, HIV/AIDS Coordinator and Director of Operations.

- Must adhere to safety regulations, personnel policies and procedures.
- Must receive Safety and Hazardous Communication training annually.
- Maintain yearly health maintenance records by obtaining TB skin testing and completion of the hepatitis series, if required.
PRIVACY RULE COMPLIANCE REQUIREMENTS:
- Adheres to Health Insurance Portability and Accountability Act (HIPAA Privacy Rule) policies and procedures.
- Must successfully complete Privacy Rule compliance training annually or as revisions are made to the policies and procedures.
PROTECTED HEALTH INFORMATION (PHI) ACCESS: RESTRICTED- For purposes of HIPAA Compliance there are 4 workforce categories, which define the level of access to PHI that is granted to the incumbent. This position is classified under ADMINISTRATIVE STAFF and therefore granted RESTRICTED access- to be defined according to workforce member’s specific job duties. Use and disclosure must be in accordance with applicable privacy policies and procedures.
PERFORMANCE STANDARDS: Performance will be evaluated by the Chief Executive Officer annually wherein a satisfactory overall rating is considered a minimum acceptable level of performance.
QUALIFICATIONS: Master's degree in Health Administration, Hospital Administration, or Public Health or other related fields and three (3) or more years' experience; or a bachelor's degree and five (5) or more years work experience. Strong managerial, administrative and supervisory skills. Participative management type-advocates team concept. Well-developed interpersonal skills. Ability to get along with diverse personalities. Tactful, mature. Satisfactory communication skills, written and verbal. Results-oriented with the ability to balance other business considerations.
PHYSICAL/MENTAL DEMANDS:
1. Requires working under stressful conditions or working irregular hours.
2. Must be able to express ideas clearly and concisely; and exercise balanced judgment in evaluating situations and making decisions.
3. Must be able to communicate, written and orally, information to clients and staff.
