The Contra Costa Adult Continuum of Services (CCACS) program is a public/private partnership with Contra Costa Health Services, Health, Housing and Homeless Services and Heluna Health. Our mission is to provide safe, interim housing with comprehensive services that assist homeless adults in securing permanent housing that will end their homelessness. ESSENTIAL FUNCTIONS
- Provide leadership, direction, and oversight of CCACS operations to ensure the success of the program, which includes all administrative/management functions, reporting, supervising staff, contract monitoring and training. Includes a respite shelter and two adult shelter facilities.
- Responsible for recruiting, hiring, and training of ALL program staff.
- Provide support and supervision to staff which includes performance evaluations, disciplinary action, and other training supports as needed.
- Facilitate case conferences and ensure appropriate therapeutic and other supportive services are provided to all clients in services.
- Reviewing and auditing client files to ensure documentation and forms are complete.
- Identify staff training needs and ensure proper training for all staff is provided consistently throughout programs.
- Prepare and submit monthly, quarterly, and semi-annual, and/or annual program service reports for grants (includes Federal, State, and local funding sources).
- Identify performance goals for the program and work with staff to ensure that all internal and external performance goals are being met.
- Collaborate with other non-profits, behavioral health, public health, educational liaisons, and the public to coordinate and link program services with other service agencies in the community.
- Respond to community requests for information and to provide presentations as needed.
- Provide support to the Homeless Program’s Director in budget monitoring by compiling, analyzing, and reviewing financial information on a monthly and yearly basis.
- Ensure data collection mechanisms are collecting correct data on a monthly, semi-annual, and annual basis; review all monthly reports.
- Coordinate donations, contributions, and resources to ensure the provision of basic services for clients, including food, clothing, consumable goods and supplies, bus passes, school supplies, work tools and/or other items.
- Be available to answer after hours crisis calls.
- All other duties as assigned.
JOB QUALIFICATIONS
Bachelor’s Degree in a related field and two years’ experience in homeless services, including program management and staff supervision (or equivalent education/experience). Must have a valid CA driver’s license, insurance, and reliable transportation. Preferred qualifications include bilingual Spanish skills, lived experience of homelessness or behavioral health services, knowledge of Contra Costa County resources, and licensure or eligibility as an LCSW or MFT.
Education/Experience
Education: Possession of a Bachelor’s Degree from an accredited college or university with a major in health services, counseling, psychology, social Welfare, or a closely related field;
AND
Experience: Two years of full-time experience or its equivalent working in homeless services, one of which providing program management, supervision of staff, supervision of housing case management and direction in housing, homeless, and/or behavioral health care services.
Substitution for education:
Possession of an Associate’s Degree from an accredited college or university with a major in health services, counseling, psychology, social work, or a closely related field AND/OR three years of full-time experience managing homeless programs (outreach, shelter, transitional housing).
Certificates/Licenses/Clearances
- A valid California driver’s license, proof of vehicle insurance, and reliable transportation will be needed to carry out job-related essential functions as traveling between sites is a requirement. Drivers must have a clean record with no infraction/accidents and be 21 years of age or older
Other Skills, Knowledge, and Abilities
- Gather and analyze data, prepare reports and grant writing.
- Exercise good judgment and discretion in handling confidential matters.
- Deal tactfully, diplomatically and objectively with consumers, case managers, providers, government and elected officials, and the general public.
- Preferred Qualifications:
- Bilingual, bicultural in Spanish.
- Lived experience of homelessness and/or accessing behavioral health services.
- Previous experience or training in street outreach and clinical case management.
- Knowledge of Contra Costa County and community resources.
- Knowledge of the Contra Costa emergency provider network.
- Prior experience with documentation and billing procedures.
- LCSW or MFT or license eligible.
- Experience working in Contra Costa County and knowledge of social service providers in the area.
- 4 years of experience working in programs that address the basic mental health, educational, cultural, and developmental needs of adolescents in a diverse and multi-cultural environment.
