Job Description
Reporting to the Executive Vice President of Construction, the Director of Construction and Engineering plays a pivotal role in overseeing the strategic planning, design, execution, and maintenance of fiber optic infrastructure projects. This position ensures seamless management of vendor and contractor relationships, adherence to budgets and timelines, compliance with industry standards and regulations, and optimization of network assets to drive revenue growth and operational efficiency. With a focus on the latest fiber optic technologies and installation methods, the director leads cross-functional teams to deliver high-quality, reliable telecommunications solutions while prioritizing safety, quality control, and innovative problem-solving.
Responsibilities
- Manage & report on the development, design, engineering, and construction of national fiber optic projects and customer installations.
- Define budgetary cost guidelines for build projects, incorporating fiber optic infrastructure, splicing, testing, shelter buildout, and maintenance requirements.
- Manage project budgets, installation schedules, production, and contractor resource assignment, while tracking contractor performance including billing against budget and contract.
- Prepare cost/benefit analyses for approval of specific build projects, ensuring alignment with fiber optic route maintenance and relocations.
- Establish and maintain critical relationships with vendors and contractors in fiber build markets, overseeing vendor/contractor management for construction, engineering, and maintenance activities.
- Negotiate fair and cost-effective agreements with suppliers for materials and services related to fiber optic infrastructure.
- Identify and recruit key staffing resources for project teams focused on telecommunications construction.
- Liaise with local utilities, municipalities, and private property owners as required for fiber route feasibility, design, and relocations.
- Manage contractors for ongoing maintenance & repair, including fiber optic route maintenance, relocations, cable locating, and break-fix technical assistance.
- Define, document, and update any corporate standards & specifications on fiber optic builds, shelters, splicing, testing, and other assets.
- Ensure weekly project status updates to senior leadership, such as the Vice President and Executive Vice President of Construction and Engineering.
- Participate in regular update meetings to coordinate functional and operational activities with cross-functional project teams.
- Ensure all fiber project sites and staff members are in compliance with federal and State health and safety guidelines and requirements.
- Plan and support revenue growth and financial targets by optimizing fiber assets through effective management of construction and maintenance projects.
- Work with senior management to establish accountability measures and monitor performance against targets.
- Develop and implement corporate fiber standards for all current and future fiber builds, including shelter buildout and maintenance.
- Operate in an ethical manner and within the policies and procedures determined by the organization relative to the function(s) being performed.
- Coordinate with cross-functional teams to seamlessly turn over completed network buildouts and customer deliverables to Operations.
- Manage GIS program input and upkeep, ensuring accurate data for fiber route design, construction feasibility, and maintenance.
- Provide technical support for fiber optic testing, splicing, and specifications, including product review, testing, and oversight.
- Oversee material procurement, including manufacturer and vendor management, pricing requests, PO requests, invoice reviews, and product pricing oversight.
- Handle contract management, including creation, review, and approval of project-specific documentation such as contracts, agreements, statements of work, and requests for proposals, in collaboration with the legal department.
- Travel as required to conduct on-site contractor meetings, project site inspections, vendor evaluations, and coordination of multi-location initiatives across various project markets.
- Perform other duties as assigned.
Qualifications
- BS Degree in Engineering, Telecommunications, or related field, or equivalent practical experience.
- 8+ years of experience in managing large, highly complex outside plant projects in telecommunications construction.
- Deep knowledge in fiber optic infrastructure, including engineering design, construction, splicing, testing, shelter buildout, and maintenance.
- Experience interpreting fiber test results and auditing projects for compliance with scopes of work.
- Knowledge of Telecommunications and related standards & regulations, experience with web applications, and proven expertise in managing contractors & field technicians.
- Experience coordinating work schedules to meet milestones in fiber optic construction and engineering projects.
- Experience managing OSP construction and vendor management, including selection, contract negotiation processes, production tracking and reporting, and project closeout and retainage release.
- Experience in managing right of way and structure owner negotiations, relationships, and ensuring contractor compliance to requirements for fiber route maintenance and relocations.
- Strong skills in writing specifications for bidding, implementation of installations, troubleshooting, and problem resolution.
- Excellent communication, interpersonal, and leadership skills, with a positive attitude and strong work ethic.
