ISN Corporation is seeking an experienced Vice President of Programs to lead a diverse portfolio of federal contracts delivering professional services, technology solutions, operational support, and mission-critical business services.
Reporting to executive leadership, the Vice President will provide strategic direction, executive oversight, and operational leadership across multiple federal programs. This individual will be responsible for ensuring successful contract execution, customer satisfaction, financial performance, technology modernization, operational excellence, and organizational growth.
Executive Leadership & Program Delivery
- Provide executive leadership for a portfolio of federal contracts supporting civilian and defense agencies.
- Ensure successful execution of programs within scope, budget, schedule, quality, and contractual requirements.
- Develop long-term operational strategies that improve organizational performance and customer outcomes.
- Oversee program financial performance, forecasting, staffing, resource planning, and profitability.
- Monitor key performance indicators, operational metrics, and customer satisfaction to ensure successful program delivery.
- Develop scalable operating models to support organizational growth and evolving customer requirements.
- Serve as the executive point of contact for senior government customers and key stakeholders.
- Build trusted customer relationships that promote long-term partnership and contract growth.
- Lead executive briefings, program reviews, strategic planning sessions, and customer communications.
- Collaborate with customers to understand evolving mission requirements and develop innovative business solutions.
- Support business development efforts, proposal strategy, capture activities, and transition planning.
- Lead technology modernization and digital transformation initiatives across the program portfolio.
- Partner with technical leadership to implement automation, analytics, cloud technologies, enterprise platforms, and emerging technologies.
- Translate customer business objectives into practical operational and technology solutions.
- Promote continuous improvement, process automation, workflow optimization, and operational efficiency.
- Identify opportunities to improve service delivery through innovation and best practices.
- Establish governance frameworks that support operational excellence and executive visibility.
- Ensure compliance with contractual requirements, federal regulations, corporate policies, and quality standards.
- Identify and mitigate operational, financial, contractual, and organizational risks.
- Develop performance reporting, executive dashboards, and management controls that support informed decision-making.
- Foster a culture of accountability, integrity, quality, and continuous improvement.
- Lead, mentor, and develop Program Managers, project managers, technical leaders, and operational staff.
- Build high-performing, collaborative teams focused on customer success and operational excellence.
- Support workforce planning, succession planning, leadership development, and employee engagement.
- Promote knowledge sharing, innovation, and professional growth throughout the organization.
- Bachelor's degree in Business Administration, Public Administration, Engineering, Computer Science, Information Technology, Finance, or a related field.
- Ability to obtain and maintain a Public Trust.
- Minimum of 15 years of experience leading large-scale federal programs, technology initiatives, business operations, or professional services.
- Minimum of 10 years of executive leadership experience managing complex federal contracts and program portfolios.
- Demonstrated success supporting large federal civilian or defense agencies.
- Strong understanding of federal contracting, program management, operational excellence, financial management, and customer delivery.
- Experience leading organizational transformation, technology modernization, digital initiatives, or enterprise business solutions.
- Proven ability to manage multi-million-dollar budgets, staffing, financial performance, and organizational growth.
- Experience managing contract performance, customer relationships, service-level agreements, executive reporting, and operational metrics.
- Strong understanding of Agile, hybrid, or traditional project management methodologies.
- Experience using Microsoft Project, Jira, Smartsheet, or comparable project management tools.
- Exceptional leadership, communication, presentation, negotiation, and stakeholder management skills.
- Ability to work onsite as required by customer and contract requirements.
Preferred Qualifications
- Active Secret or TS security clearance.
- Project Management Professional (PMP), Program Management Professional (PgMP), or comparable certification.
- Master's degree in business administration, Public Administration, Engineering, Information Technology, or a related discipline.
- Experience supporting civilian, defense, intelligence, regulatory, and financial agencies.
- Experience leading enterprise technology modernization, cloud migration, systems integration, artificial intelligence, automation, analytics, or digital transformation initiatives.
- Experience supporting compliance operations, loan servicing, financial services, investigations, field operations, or other highly regulated environments.
- Experience with Salesforce, Microsoft Power Platform, ServiceNow, or similar enterprise business platforms.
- Experience developing governance frameworks, standard operating procedures, executive communications, organizational change management, and workforce development initiatives.
- Demonstrated record of operational excellence, continuous improvement, process optimization, and organizational growth.
- Experience with background investigations.
