Innovative Technologies Corporation (ITC) is seeking a USCG Program Manager to support a proposal we are bidding on. We estimate the award will be made in late August to September 2026 with a Period of Performance beginning 1 November 2026.

This Key Personnel position serves as the Program Manager supporting the U.S. Coast Guard Surface Forces Logistics Center (SFLC), Business Operations Division. The successful candidate will lead strategic initiatives, modernization efforts, business process improvement projects, and cross-functional teams while serving as the primary interface with Government leadership. This individual will be responsible for overall contract performance and project execution.

This is a contingent position dependent upon contract award.

Required Clearance

• Must be able to obtain and maintain a DHS HSPD-12 Credential (Tier 1 / Low Risk).

Required Qualifications

• Bachelor's degree in Business, Management, Public Administration, Engineering, Information Systems, Logistics, or a related discipline. Equivalent combination of education and relevant experience may be considered.
• Minimum 8 years of progressively responsible program or project management experience.
• Experience supporting the United States Coast Guard in a civilian employee, Government contractor, or Coast Guard Officer/Enlisted capacity.
• Experience leading cross-functional or matrixed teams.
• Experience managing strategic initiatives, modernization efforts, or business process improvement projects.
• Experience utilizing Agile project management methodologies.
• Experience developing project plans including scope, schedule, resource allocation, and risk management.
• Experience facilitating executive meetings and preparing decision support materials.
• Expertise in oral and written English communications skills.
• Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint).

Desired Qualifications

• Experience supporting the U.S. Coast Guard Surface Forces Logistics Center (SFLC).
• Experience supporting Coast Guard logistics, maintenance, supply chain, engineering, or business operations organizations.
• Experience leading organizational modernization or business transformation initiatives.
• Experience developing and maintaining Plans of Action and Milestones (POA&M).
• Experience utilizing Azure DevOps, Jira, Confluence, or similar project management tools.
• Experience coordinating executive-level stakeholders across multiple organizations.

Key Responsibilities

• Serve as the Program Manager and primary point of contact for the Government.
• Participate as a member of joint working groups supporting SFLC strategic initiatives.
• Provide expert guidance and coordination for cross-functional teams and stakeholders.
• Manage diverse and matrixed teams supporting strategic projects and pilot efforts.
• Utilize Agile project management methodologies and modern project management collaboration tools.
• Develop project plans including scope, schedule, resource allocation, and risk management.
• Facilitate meetings, develop courses of action, prepare executive decision artifacts, and navigate complex organizational processes.
• Coordinate all actions necessary for successful project execution.
• Prepare professional reports throughout the project lifecycle.
• Support business process improvement and modernization initiatives.
• Lead integrated teams to define, document, and implement modernization strategies.
• Coordinate with project stakeholders to ensure alignment and effective communication.
• Develop and maintain implementation and modernization Plans of Action and Milestones (POA&M).
• Develop innovative approaches to achieve strategic objectives.
• Lead stakeholders to execute approved modernization plans while maintaining schedule, quality, and customer satisfaction.

Compensation & Benefits

The salary for this contingent hire position is $116,000 to $140,000 based on experience and includes medical, dental, and vision benefits, 10 days PTO and 7 days sick leave; additional benefits are available.

This is a contingent Key Personnel position for a proposal we are bidding on (published July 7, 2026). Because this position has been designated as Key Personnel by the Government, candidates selected for final proposal submission may be required to execute a Letter of Intent (LOI) indicating their intent to accept employment with ITC upon contract award. Additional information will be provided during the interview process.
