Starting Salary Range: $49,452.00 - $63,985.00 and determined based on relevant years of work experience provided on application and resume.
Position Summary: The Buyer promotes the most effective use of college funds in acquiring commodities and services. This position supports MRO (Maintenance, Repair, and Operations) and lower-risk procurements of the Senior Buyer - Campus Services. Manages tangible commodities and one-off purchases such as vehicles, equipment, linen rentals, general goods, low-risk Architecture, Engineering, Construction (AEC)-related acquisitions, and low-risk professional services. Manages the the College’s external purchasing accounts such as Amazon, Lowes, Home Depot, Grainger, and others. Fulfills KORA (Kansas Open Record Act) requests in accordance with college policy and state statutes. This position reports directly to the Executive Director, Procurement Services.
Required Qualifications:
- Bachelor’s degree with 4+ years of relevant experience, or an equivalent combination of education and experience.
Position details include but are not limited to:
- Procurement Operations & Purchasing:
- Issue Purchase Orders (POs) accurately, efficiently, and in compliance with procurement policies and operating procedures.
- Manage fiscal year-end PO reconciliation, close-out, and roll to the next fiscal year.
- Strategic Sourcing & Vendor Management:
- Evaluate market conditions, define needs with departments, and manage sourcing of vehicles, MRO (Maintenance, Repair, and Operations), equipment, linen rentals, general goods, and lower-risk AEC-related commodities and services through bidding methods (RFQs, bids, proposals, cooperatives, piggybacking).
- Review, establish, negotiate, and manage contracts and Certificates of Insurance.
- Compliance & Regulatory Oversight:
- Develop (written terms and conditions), collect, and manage bonds throughout the bidding and contract management process in compliance with JCCC’s terms and conditions, state statutes, and industry-best practices.
- Fulfill and manage KORA (Kansas Open Records Act) requests in accordance with college policy and state statutes.
- Process Improvement, Systems & Training:
- Lead process improvement efforts using the ERP system (Banner by Ellucian)
- Reporting & Administrative Support:
- Prepare monthly procurement award activity reports for the Management & Finance Committee and Board of Trustees in collaboration with the Assistant Director.
- Other duties as assigned: Duties and responsibilities, as required by business necessity, may be updated at any time at the discretion of management.
