King County Metro Transit’s Facilities Division (TFD) has an exciting opportunity for a project and process leader to fulfill the role of a Senior Business Analyst. This position will be a crucial link between business needs and technology solutions, ensuring that our projects align with Metro’s belief that transportation is a human right.

About Metro’s Transit Facilities Division
This recruitment will immediately fill one (1) Term-Limited Temporary (TLT)/ Special Duty Assignment (SDA) position with an anticipated duration of up to 12 months with the possibility of extension and may also be used to create an eligibility pool for future Career Service, Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) vacancies valid up to twelve (12) months or until exhausted and at the discretion of the hiring authority.

Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. All employees are expected to model and apply our equity and social justice shared values, behaviors, and practices. As a Senior Business Analyst, you will also:
- Focus on leading the Business Intelligence & Analysis and Data Integrity work while supporting the Workforce Development Team, Equity Office, and Continuous Improvement Office, any other teams within Business Transformation Team, as needed.
- Own all business processes and documentation related to Business Intelligence & Analysis, including work request intake and backlog management. Ensure necessary information for prioritization and work assignment, manage tasks, train team members, monitor assignments, and verify acceptance criteria from customers.
- Develop and implement a visual management system for the Division, which includes gathering requirements and customer needs for visual indicators, creating dashboards or tier boards, teaching teams the necessary behaviors and habits for daily board utilization, coaching leaders on Leader Standard Work and routines, and conducting internal audits to assess the system's maturity.
- Lead the Data Integrity and Business Intelligence & Analysis teams to gather current state, requirements, and document complex data using techniques such as stakeholder interviews, surveys, workshops, data extraction, and analysis.
- Analyze data to draw insights and make data-driven recommendations that support decision-making. Experience with data visualization tools, including Power BI, is highly desirable. Ensure that data collection methods integrate equity principles.
- Lead and facilitate meetings by preparing agendas, coaching presenters, facilitating division meeting, and managing action items to ensure effective follow-up and execution. Foster a welcoming and inclusive environment for a diverse workforce with varying skills and abilities and encourage active participation and engagement from all attendees.
- Lead change management initiatives by developing and executing strategies to support the adoption of new processes and technologies including developing change management plan. Communicate effectively with stakeholders, provide training and support to teams, and monitor the progress to ensure successful implementation and sustainability.
- Act as a coach and leader, fostering a collaborative and supportive team environment.
- Maintain a high level of organization in all aspects of the role and responsible for the teams completion of on-time work products.
- Manage projects by developing detailed project plans, setting timelines, and coordinating resources to ensure successful completion. Conduct risk assessments to identify potential issues, develop mitigation strategies, and monitor risks throughout the project lifecycle to ensure timely and effective resolution.
- Ensure exceptional customer service by actively engaging with customers and stakeholders to understand their needs, addressing concerns promptly, and providing effective solutions.
- Create comprehensive documentation, including detailed requirements specifications, use cases, data/process flow diagrams, business process models, and user stories.
- Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
- A Bachelor (4-year) degree from an accredited institution in Business Administration, Public Administration, or related field of study AND two (2) or more years of work experience related to business process analysis and improvement OR any combination of experience, education, and/or training totaling six (6) or more years that provides the required knowledge, skills, and abilities to perform the duties of the position.
- Skill and ability to build teams, lead others, coach, mentor, train and/or teach adult learners.
- Experience with SQL and Power BI or similar software.
- Knowledge and understanding of Equity and Social Justice principles.
- Advanced knowledge of data integrity, analysis, design, and development and maintenance of complex business and data management systems.
- Skill and experience extracting and analyzing data, solving complex analytical problems, and making recommendations based on analysis of data and information.
- Knowledge and skill in basic statistics and data analysis methods.
- Effective verbal and written communication skills, including preparing clear, concise reports and making presentations to diverse audiences.
- Knowledge and experience with project management techniques methodologies and tools.
- Skill and experience facilitating small and large group meetings, process improvement workshops and/or discussion groups.
- Skill and experience working with a variety of individuals from diverse backgrounds and organizational roles, breaking down barriers to open communication and developing/maintaining collaborative relationships.
- Strong customer service skills and knowledge.

WORK LOCATION AND SCHEDULE
The primary work location for this position is at King Street Center (201 S. Jackson St., Seattle, WA 98104).
This position follows a hybrid work schedule requiring a minimum of two (2) days per week onsite at King Street Center, consistent with King County Metro's hybrid work policy. Remote workdays may be adjusted based on operational or business needs.
