Under the direction of the Executive Director/VP, Organizational Development and Administration (ODA), the Manager, Human Resources leads the planning, implementation, and continuous improvement of LBT’s human resources programs and services. The position oversees day-to-day human resources operations, ensures compliance with applicable laws and regulations, develops and improves human resources policies, procedures, and processes, and partners with leadership to deliver responsive, customer-focused human resources services that support strategic priorities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Leads the development, implementation, and continuous improvement of human resources programs, processes, and practices to improve service delivery, consistency, and efficiency
Partners with managers, supervisors, and union representatives to interpret and administer human resources policies, collective bargaining agreements, and employment-related matters
Coordinates and participates in grievance meetings, investigations, and other labor relations matters, and works collaboratively with union representatives to resolve workplace issues
In conjunction with the Executive Director/VP, Organizational Development and Administration, establishes department priorities and leads projects and assignments to successful completion in support of department goals and initiatives.
Partners with the Executive Director/VP, Organizational Development and Administration, in the development and implementation of department goals, objectives, policies, and procedures
Plans, prioritizes, and monitors department work to ensure projects, assignments, and key initiatives are completed accurately, on time, and in accordance with established expectations
Coordinates human resources activities and collaborates across departments to support organizational needs
Identifies organizational and administrative issues and develops practical solutions to improve effectiveness and service delivery
Provides guidance and consultative support to managers on human resources policies, procedures, and employment-related matters
Establishes, documents, and maintains human resources processes and procedures to ensure consistency, accountability, and operational continuity
Properly interprets and makes decisions in accordance with laws, regulations and policies
Supervises and trains assigned staff
Manages day-to-day human resources activities, including employee relations, benefits administration and related functions
Promotes a customer-focused culture by delivering responsive, professional, and solution-oriented human resources services to employees, managers, retirees, and other internal stakeholders
Ensures that each level of supervision and all employees are made aware of the elements of the safety program, and that those elements are implemented.
Assures that proper training is being provided, and that employees are working in a safe manner.

Ability to read, interpret, and apply laws, regulations, collective bargaining agreements, policies, procedures, and other employment-related documents
Strong problem solving and decision-making skills
Demonstrated ability to develop, implement, and continuously improve human resources policies, procedures, and processes
- Strong verbal and written communication skills are required
- Demonstrated project management, organization, and follow-through skills, with the ability to manage multiple priorities and meet deadlines
Proficiency with Microsoft Office application and human resources information systems (HRIS)
EDUCATION AND EXPERIENCE:
- Bachelor's degree in Human Resources, Business Administration, Public Administration, Industrial Psychology, or a related field is required.
- Five years of progressively responsible professional human resources experience
- Two years of supervisory or management experience
- Experience administering employee benefits, compensation, performance management, employee relations, and policy administration is required
Experience developing, implementing, and improving human resources policies, procedures, and processes is highly desirable.
- Experience working in a unionized environment is highly desirable
Experience interpreting and administering collective bargaining agreements and participating in grievance administration is highly desirable

- Professional Human Resources certification (e.g., PHR, SPHR, SHRM-CP, or SHRM-SCP) is desirable.
- Valid Class C California driver's license and a satisfactory driving record are required.
