Position: Director of Human Resources | Full-Time, EXEMPT Position
Department: Human Resources
Reports To: President, Louisburg College
Summary
Louisburg College is a private, residential, two-year with enrollment ranging from 400-500 students.
The Director of Human Resources is a 12-month, full-time, exempt position. The Director is responsible for all human resources operations, including: onboarding, benefits administration, employee relations, pay administration, and payroll communications.
ESSENTIAL FUNCTIONS
Plans, leads, develops, coordinates, and implements policies, processes, initiatives, and surveys.
Oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leaves; disciplinary matters; disputes and investigations; occupational health and safety, and training and development.
Monitors and ensures the institutional compliance with federal, state, and local employment laws and regulations, for areas of responsibility and recommended best practices; reviews and modifies policies and practices to maintain compliance.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, employment law, and Information Technology and applies this knowledge to communicate changes in policy, practice, and resources to the institutional leadership team and those positions supervised.
Oversees and fulfills the institution's Human Resources related audits and compliance reporting requirements to include, but not limited to, IPEDS, Wellness and Retirement Plans, and Workers' Compensation.
Develops and manages area responsible budgets.
Collaborates with senior leadership to understand institutional goals and strategy.
Serves on committees and performs other duties as assigned by the President.
RESPONSIBILITIES
Oversees onboarding activities to include preparing orientation packages, scheduling and conducting New Hire Orientation, collecting tax and payroll documents, and verifying employment through E-Verify.
Assists employees with access to the on-line benefits enrollment and management system; ensure elections are registered with carriers and communicated to payroll staff.
Manages checklist and documentation associated with new hires, employment changes, terminations, and salary adjustments including updates to benefit carriers and payroll staff.
Enters, monitors, and updates employee information in benefits system and Human Resources Information System (HRIS) related to new hires, salary adjustments, status changes, qualifying events, and terminations.
Utilizes online system to update contributions to be places on deposit with the retirement plan trustee and recordkeeper; ensure funding is transmitted to trustee in timely manner of not more than 3 days.
Ensures personnel records are filed in a timely manner; effectively manage current and archived HR records.
Reconciles invoices, provides payment approval, and remits payments to AP for timely payment.
Manages employee leaves of absence such as workers' compensation, Family Medical Leave (FMLA), short-term disability, and long-term disability.
Manages employment posters and updates as needed.
ADDITIONAL AREA OF RESPONSIBILITY - DEPUTY TITLE IX COORDINATOR
Serves as the Deputy Title IX Coordinator, specifically acting as the primary investigator for Title IX issues involving employees of Louisburg College.
Prepares investigation reports for complaints being investigated.
Reviews and seeks legal advice as warranted.
Collaborates with leadership and campus constituencies to disseminate information and support the College's investigative processes.
In cases involving students, assists or fill-in as needed to coordinate Title IX compliance.
Assists in determining when a third party investigation is warranted to achieve Title IX compliance.
If warranted, coordinate with local victim advocacy organizations and service providers.
Provide overview to faculty and staff regarding their rights and responsibilities under Title IX, including reporting, support services, College policy, grievance procedures, and confidential resources. Ensures this overview of Title IX is incorporated into New Hire Orientation.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Must be skilled at balancing multiple, high-value projects/priorities while maintaining both strict and varying deadlines.
Ability and discipline in handling confidential information.
Knowledge of commonly used concepts, best practices and procedures within Human Resources.
Ability to provide effective and appropriate advice to all levels within the College.
Skills to organize resources and establish priorities.
Ability to manage and train assigned staff.
Ability to operate calmly and effectively under stressful situations.
Ability to gather data, analyze information, and prepare reports.
Intermediate to advanced skill in the use of databases, spreadsheet applications, and word processing, preferably with the Microsoft Office and Google Suite.
Strong attention to detail and problem-solving skills.
Effective interpersonal and communication skills and the ability to work effectively with a range of constituences.
REQUIRED EXPERIENCE AND EDUCATION
Minimum: Must have a Bachelor's degree and five (5) years of directly related Human Resources experience in all areas of human resources management.
Preferred: Master's degree and three (3) years of directly related Human Resources experience.
