Louisiana Bridge Builders (“LBB”) is designing and building the new I-10 Calcasieu River Bridge in Lake Charles, Louisiana (USA) for the Louisiana Department of Transportation and Development (LADOTD). LBB will also be responsible for the reconstruction of interstate highway, various structures, ramps, and approaches for a 5.5 mile stretch between I-210 West End and Ryan Street.

POSITION PURPOSE/SUMMARY
The Environmental Compliance Manager (ECM) is committed to supporting Louisiana Bridge Builders by ensuring implementation of all the environmental design and construction commitments and conditions of Environmental Approvals required for the Project.
LOCATION
This position is based in Lake Charles, LA.
PRIMARY DUTIES & RESPONSIBILITIES
- Oversee all environmental aspects of the project design.
- Regulatory and permit compliance: Ensure the project complies with all federal, state, and local environmental laws, such as the Clean Air and Water Acts. This includes verifying that all necessary permits are in place before work begins and that all permits are tracked, and permit conditions are monitored.
- Site monitoring and inspections: Conduct site visits to monitor contractor activities, evaluate erosion and sediment control measures, and check for other potential environmental impacts.
- Liaison and communication: Act as a point of contact for project teams, contractors, and regulatory agencies. Communicate compliance requirements and coordinate with various stakeholders on environmental matters.
- Documentation and reporting: Maintain detailed records of environmental performance, including daily reports and logs. Prepare and submit necessary notifications and reports to regulatory bodies.
- Training and guidance: Develop and deliver training to construction personnel on environmental regulations, policies, and best management practices.
- Problem-solving: Investigate environmental incidents and complaints and oversee the implementation of corrective actions to resolve non-compliance issues.
- Regulatory analysis: Monitor changes in environmental laws and regulations to ensure the project's long-term compliance.
- Works closely with Construction Team to identify permitting requirements for critical path activities and ensure Construction Team are aware of potential timing restrictions.
- Works closely with Technical Service Department to ensure all environmental issues are addressed and project schedules are met.
- Direct the project’s environmental program. Inform project leadership team of environmental issues and (solutions) involving the building of the project.
- Manages the environmental activities, monitor, document, and report environmental compliance for the project.
- Report any violation of failure to comply with requirements to the client.
- Identifies and implements corrective and preventative actions to ensure compliance.
- Hire, motivate, and lead a high-performing team through coaching, top-tier talent retention, and directed recruiting efforts.
- Supervises team, including training, providing work direction, problem-solving assistance, reviewing performance, recommending salary increases, promotions, transfers, demotions, and terminations.
- Performing all other duties and responsibilities as assigned.

- Effectively communicate in a positive and professional manner through written and verbal communications in all interfaces with customers/public, fellow employees, vendors, etc.
- Ability to use appropriate computer programs (including, but not limited to, Microsoft Office Suite) which includes having proficient computer skills and the ability to adapt and learn as programs and processes change.

- Ability to work a flexible work schedule, additional and/or different hours, including but not limited to nights, weekends, and/or holidays, as needed, to best serve the business operations.
- Ability to maintain a current and valid driver’s license.
QUALIFICATIONS
At a minimum, the Environmental Compliance Manager must have a bachelor’s degree in environmental, engineering, construction management, or equivalent field of study, along with 10+ years of proven experience with construction management, permitting compliance, and overall environmental compliance on large-scale complex construction projects with environmentally sensitive areas or a high school diploma, or equivalent, along with 14+ years of proven experience with construction management, permitting compliance, and overall environmental compliance on large-scale complete construction projects. Experience working with environmental regulations and with regulatory agencies is highly preferred. Knowledge of construction practices, environmental specifications, and project management systems is essential. The Environmental Compliance Manager must also have a current and valid driver’s license.
