JOB SUMMARY
The Program Manager for the Supportive Crisis Stabilization Center provides administrative oversight to the dually certified OMH/OASAS crisis facility. The CSC is a 24-7-365 program for individuals in Mental Health/Substance Use Disorder (MH/SUD) crisis situations. The CSC will provide immediate, therapeutic support by certified peers and licensed behavioral health professionals.
The Program Manager supervises a multidisciplinary team of staff and directs all aspects of the client stay through triage, screening, assessment, interventions, discharge planning and follow-up services. The Program Manager will oversee compliance of center operations, oversee the schedule and supervision of staff, and ensure quality services utilizing a person-centered approach for all individuals.
DUTIES AND RESPONSIBILITIES
- Manage daily operations for a certified Supportive Crisis Stabilization Center supporting individuals with MH/SUD challenges.
- Oversee all stages of client access to center (intake, assessments, treatment plan development, referrals, discharge).
- Oversee/conduct clinical assessments and implement therapeutic models for crisis intervention.
- Ensure OMH and OASAS regulatory requirements for certification are followed.
- Ensure MHAST policies and procedures are implemented and followed.
- Review documentation of client services for accuracy and compliance.
- Compile reports necessary for data collection and program evaluation.
- Create a staffing schedule to meet the needs of the 24/7 center operation.
- Supervise all staff, to include disciplinary action and performance evaluations (Peer Specialist, CASAC, RN/LPN, LMSW/LCSW, Care Coordinator).
- Interview, hire, and train stabilization center staff.
- Conduct staff meetings.
- Ensure overall cleanliness and maintenance of the facility, ensuring sufficient supplies and inventory for operations.
- Ensure a welcoming, calming, safe, and secure environment in the center for clients and staff.
- Participate in community/networking meetings and promote the stabilization center at community events.
- Collaborate with other MHAST program staff to provide continuity of care to clients upon discharge.
- Collaborate with community partners and agencies that play a role in the stabilization center (law enforcement, healthcare providers, mental health services, addiction services, transportation services, etc.).
- Collaborate with family members, caregivers, and service providers of the clients.
- Attend agency staff meetings and trainings.
- Cooperate with audits, inspections, and investigations.
- Flexibility to potentially cover shifts in the event of call-ins or scheduling issues.
- On-call availability for the center.

KNOWLEDGE/SKILLS/ABILITIES
- Knowledge of MH/SUD issues facing individuals in the community.
- Ability to handle crisis situations, traumatic events, or sensitive circumstances, support and advocate for individuals in crisis.
- Knowledge of community resources, services, and systems to assist individuals with Social Determinants of Health (SDOH) needs.
- Understanding and sensitivity to support a diverse client population (race, religion, gender identity, sexual orientation, ethnicity, etc.).
- Trauma Informed Care Training.
- Knowledge of EMR/EHR systems.
- Knowledge of Medicaid/MCO billing.
- Knowledge of OMH and OASAS Regulations.
- Knowledge of Microsoft Office Suite (Excel, Word, Teams, etc.).
- Excellent organizational skills; detail-oriented.
- Excellent communication skills (verbal and written).
WORKING CONDITIONS
- Crisis center facility, office environment.
- Some exposure to cleaners and chemicals is expected.
- Physical requirements include walking, bending, standing, climbing stairs, and lifting (light/medium—up to 50 pounds).
- Travel may be required for trainings/meetings or between MHAST locations.
- May need to work a flexible schedule depending on staffing needs.
- On-call designation.
