Fulfills the mission of Norwich University by assisting the Director of Budgeting in implementing a revised budget process. This will include forming new committees and processes that are more transparent and inclusive in alignment with a draft plan for both the Operational and Capital Budgets. This will include preparing reporting and researching budget variances, analyzing, and reconciling budgets. Preparation and assistance with forecasting, projections, current and multi-year planning. Financial analysis, research with accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards for the University. System work includes automation of functions, processing, and reporting. Provides technical solutions to business problems using their strong background in finance and accounting along with experience in system implementations and maintenance to maximize efficiencies for end users. Creates a more integrated workflow and partnership with the Controller, Assistant Controller, and Vice President of Administration and Finance, and with other key areas and cabinet members, budget managers with financial analysis, patterns, process, and accounting procedures. This position must work effectively with a wide range of constituencies in a diverse community.
Remote work is authorized for this position.
Essential Functions
- Serves the University as the Subject Matter Expert in Budgeting including establishing the initial budgeting process, regular monitoring of budget to actuals, tracking of edits and amendments, and overall communication and back up of the budget.
- Coordinates to manage and resolve issues (internal and external) regarding the budget.
- Coordinates to recommend changes/improvements in accounting, budgeting, and reporting procedures.
- Conducts training and professional development sessions related to the budgeting process and procedures.
- Financial Analysis, specialized accounting reports, ad hoc analysis, reconciliations, and tie outs to provide more in-depth analysis components of revenue and expenses and net impact of various segments of the University.
- Ongoing projections throughout the year and maintaining a rolling 3-5-year budget.
- Collaborates with respective teams to design business processes in systems configuration activities including the building, testing, validation, and documentation of system changes. Collaborates with the technical team to translate the business requirements to technical requirements and coordinate with the technical teams to obtain the desired functionality, including reporting and system interfaces.
- Assists in identification of opportunities for implementation of new system features or features not currently in use, make recommendations and work with end-users to implement features or changes to improve efficiencies.
- Provides technical and functional support, consultation, and training to functional staff on the appropriate use of programs.
- Supports the VP of Administration and Finance with assessment of the effectiveness of processes and systems within Finance and other areas.
- Coordinates to evaluate chart of accounts by request and make recommendations.
- Participates in the review and implementation of new financial software or upgrades to existing software under the direction of the IT department.
- Produces standard operating procedures manuals for routine processes to facilitate complex transactions and to standardize procedures as needed.
- Completes duties and responsibilities in compliance with university standards, policies, and guidelines.
- Researches and attends professional accounting training including training in compliance and best practices related to college financial reporting.
- Use interpersonal skills and make sound judgments to recommend how duties and responsibilities are completed between coworkers, the supervisory chain, faculty, staff, students, and customers.
- Participates in the development of outcomes, monitors assessment of those appropriate outcomes, and assists in the development of plans of action for improvement based on the assessment of those outcomes.
- Support the values and institutional goals as defined in the University's Strategic Plan.

Job Requirements:
- Bachelor's degree in accounting or related field
- Budgeting Experience
- In depth knowledge of Financials, Financial Reporting, Financial Accounting, Financial Analysis, Projections, Multiyear planning, Forecasting
- Demonstrated knowledge of accounting principles and practices of generally accepted accounting and budgeting procedures. Ability to seek out and determine pertinent Federal, State, laws, codes, and regulations related to budgeting and accounting as needed.
- Experience in systems development, implementation, and operations of large-scale enterprise systems.
- Excellent interpersonal skills and well-developed verbal and written communication skills.
- Ability to address multiple tasks under dynamic and changing conditions.
- Ability to perform and excel in a high-tech digital environment.
- Ability to apply regulatory requirements to ensure compliance.
- Ability to apply technical expertise, experience, and judgment to plan and accomplish goals.
- Ability to maintain confidentiality of work-related information and materials and to oversee sensitive and extensive confidential data.
- High level of energy and good sense of humor with the capacity for extraordinary time and effort demands.
- Demonstrated organizational and planning skills with attention to detail and follow through.
- Proficient in the use of e-mail, word processing, spreadsheet, database, and presentation.
- Software and use of the Internet to access data, maintain records, generate reports, and communicate with others.
- Problem solving skills and the ability to lead, instruct, and oversee a large variety of details and to work with all levels of organization.
Desired Qualifications:
- Project Management Credentials not required but a plus.
- Knowledge and experience with Ellucian Banner SAAS not required but a plus.
- Experience with Insights, ARGOS, and Self-Service in SAAS not required but a plus.
- College or University experience not required but a plus.
