The Chief Operating Officer (COO) is a key member of the Executive Leadership Team and serves as the operational leader of OIC of South Florida. Reporting directly to the President/CEO, the COO is responsible for developing and executing organizational strategies that strengthen operational performance, drive sustainable growth, and ensure the organization achieves its strategic, financial, and contractual objectives.
The COO provides executive oversight of organizational operations, including regional operations across Broward and Miami-Dade Counties, human resources, facilities, administration, compliance, contract management, and organizational infrastructure. This executive leads continuous improvement initiatives, builds scalable systems and processes, and ensures the organization operates efficiently while maintaining the highest standards of quality, accountability, and regulatory compliance.
In partnership with the President/CEO and Chief Program Officer (CPO), the COO helps shape the organization's long-term strategic direction, supports business development initiatives, and identifies opportunities for organizational expansion and innovation. The COO also oversees the operational execution of OIC of South Florida's Social Enterprise, ensuring successful contract performance, operational excellence, and financial sustainability.
This role requires a visionary, collaborative leader who can inspire teams, build strong partnerships, and translate strategic priorities into measurable organizational results.
Essential Responsibilities
Executive Leadership & Strategy
- Serve as a strategic partner to the President/CEO in executing the organization's mission, vision, and strategic priorities.
- Lead the implementation and continuous evaluation of the organization's strategic plan and operational goals.
- Foster a culture of accountability, collaboration, innovation, and continuous improvement across the organization.
- Advise the President/CEO and Board of Directors on operational performance, organizational capacity, and strategic initiatives.
- Represent OIC of South Florida with funders, government agencies, community partners, and key stakeholders.
Organizational Operations
- Provide executive oversight of all operational functions to ensure efficiency, effectiveness, and organizational sustainability.
- Direct operations across multiple locations in Broward and MiamiDade Counties while supporting future organizational growth.
- Develop and implement policies, procedures, and operational systems that strengthen organizational performance.
- Establish and monitor key performance indicators (KPIs) to measure operational success and drive informed decisionmaking.
- Lead organizational change initiatives that improve efficiency, service delivery, and employee engagement.
Human Resources & Administration
- Provide executive oversight of Human Resources, including organizational structure, workforce planning, talent development, employee relations, performance management, and succession planning.
- Ensure compliance with all employment laws, organizational policies, and regulatory requirements.
- Promote an inclusive, highperforming workplace culture that reflects the organization's mission and values.
Financial & Contract Management
- Partner with executive leadership to develop and manage annual operating and capital budgets.
- Ensure responsible stewardship of organizational resources while identifying opportunities for operational efficiencies.
- Oversee the negotiation, implementation, and administration of contracts, grants, and strategic partnerships.
- Ensure compliance with all funding requirements, contractual obligations, and applicable federal, state, and local regulations.
Social Enterprise & Business Development
- Provide strategic leadership for the organization's Social Enterprise operations.
- Ensure operational execution aligns with contractual requirements, organizational goals, and financial objectives.
- Collaborate with executive leadership to identify and pursue opportunities for organizational growth, strategic partnerships, and revenue diversification.
Cross-Functional Collaboration
- Partner closely with the Chief Program Officer to align operational infrastructure with program delivery and organizational impact.
- Ensure organizational resources effectively support program quality, growth, and compliance.
- Collaborate across departments to strengthen communication, improve processes, and enhance organizational effectiveness.

Qualifications
Education
- Bachelor's degree in Business Administration, Public Administration, Nonprofit Management, Human Resources, Healthcare Administration, or a related field required.
- Master's degree (MBA, MPA, or related discipline) strongly preferred.
Experience
- Minimum of ten (10) years of progressive executive leadership experience with responsibility for organizational operations, strategic planning, and administrative management.
- Experience leading complex organizations, preferably within nonprofit, workforce development, education, human services, or similarly missiondriven environments.
- Demonstrated success leading organizational growth, operational transformation, and crossfunctional teams.
- Experience managing governmentfunded contracts, grants, and regulatory compliance preferred.

- Proven ability to lead complex organizations through growth, change, and continuous improvement.
- Strong strategic planning, organizational development, and operational management skills.
- Demonstrated financial acumen with experience managing budgets and organizational resources.

- Knowledge of nonprofit governance, contract administration, grant management, compliance, and risk management.
