Description
The Project Manager, Housing Systems will oversee the coordination, implementation, and performance management of housing programs across the Continuum of Care (CoC) and HUD-funded initiatives, including: HUD Permanent Supportive Housing, HUD Rapid Re-Housing, all CoC Permanent Supportive Housing and all CoC Rapid Rehousing.
Key Responsibilities
CoC Coordination & System Implementation
- Coordinate cross-program planning and implementation of CoC priorities and strategies.
- Support alignment of eligible activities, program design, and partner operations with CoC governance and standards.
- Facilitate collaboration among shelters, outreach teams, intake/referral partners, service providers, and housing operators.
- Track implementation progress against project plans, milestones, and deliverables.
- Oversee implementation of Atlanta CoC Housing Projects including Rapid Rehousing (RRH), Permanent Supportive Housing (PSH), and Transitional Housing to ensure fidelity to program models, staffing, and service requirements.
- Ensure program partners follow required processes including:
- participant intake and assessment
- individualized service planning
- housing retention supports (PSH)
- short-to-medium-term rental assistance and stabilization services (RRH)
- Support consistent program standards across sites and ensure clear escalation pathways for operational issues.
- Monitor program performance using dashboards/KPIs aligned to CoC and HUD expectations.
- Track outcomes such as:
- housing placement and stabilization
- length of time to housing
- retention/recidivism (PSH and RRH)
- move-in rates, exits, and service engagement
- progress toward performance targets
- Use data to identify trends, root causes, and opportunities for improvement.
- Support preparation of narrative and performance reports for leadership and funders.
- Ensure program operations align with HUD regulations, NOFO requirements, CoC policies, and any other applicable rules/regulations
- Support compliance monitoring, documentation standards, and audit readiness.
- Maintain calendars and timelines for key reporting requirements (e.g., annual CoC processes, APRs, program reporting).
- Work with legal/compliance partners when policy interpretations or technical requirements arise.
- Build and maintain productive relationships with CoC leadership, subrecipients, landlords/property managers (as appropriate), and community partners.
- Convene meetings/workgroups, maintain action logs, and support consensus-building among stakeholders.
- Provide technical assistance and operational guidance to partner agencies as needed.
Skills, Knowledge and Expertise
- Ability to work collaboratively with multiple disciplines
- Superb organizational skills, with the proven ability to create and implement efficient development systems, plan strategically, allocate work, set, and manage objectives, analyze and mitigate risk, and create and manage projects
- Ability to excel in an entrepreneurial, fast-paced, diverse, results-oriented environment, and to handle multiple projects simultaneously under tight deadlines.
- Master’s degree or equivalent experience preferred
- Work cooperatively with team members and partner agencies to effectively onboard, mentor, and professionally develop colleagues.
- Oversee consultants and external partners as needed.
