Education:
Graduate of DoW Joint Professional Military Education I (JPME I) program or civilian equivalent joint professional education. Equivalent joint professional education is defined as formal, certified training in Joint Doctrine and the JPP administered by a recognized DoW, Joint Staff, or Service-level institution.
Minimum 9 semester hours (or academic equivalent) of undergraduate or graduate coursework in statistics, program evaluation, and/or quantitative analysis.
Experience:
Former or retired Field Grade officer (O-4 to O-6) or DoW civilian equivalent (GS-13 to GS-15) with a minimum of 10 years of documented experience in Joint planning, operational-level headquarters (Combatant Command CCMD/Joint Task Force JTF), or the Joint Planning Process (JPP).
Minimum three years as a Joint Qualified Officer (JQO) or civilian equivalent serving on a Joint, CCMD; or while serving on a Service-level staff at or above the Corps, Marine Expeditionary Forces (MEF), or service-equivalent.
Experience with Joint Task Force (JTF) HQs is preferred.
Expertise:
Experience using Microsoft Office suite of products (to include Outlook, PowerPoint, Excel, Word, Teams, and SharePoint).
Experience utilizing DoW enterprise data aggregation, analytics, and artificial intelligence (AI) tools on unclassified and classified networks.
Experience utilizing Common Operational Picture (COP) and Command and Control (C2) information systems to synthesize operational data.
Experience with advanced professional and technical writing, to include drafting executive-level reports, assessments, and decision memorandums, typically at the graduate level.
Experience preparing and presenting briefings at the General Officer, Flag Officer, or Senior Executive Service (GO/FO/SES) level.
DutiesResponsibilities
Provide support to the JECC Campaign Plan (CP) assessment, USTRANSCOM Combatant Command Campaign Plan (CCP), the Annual Joint Assessment (AJA), Quarterly Availability Table submissions, and other operational assessments, as directed by commander JECC and/or higher headquarters. This task requires strong critical thinking capabilities, excellent briefing and writing skills, ability to extract, input, and analyze data from digital platforms/systems, and experience with quantitative and qualitative analytic techniques.
JECC Campaign Plan Assessment Support
Support JECC CP assessment plan development and revisions, ensuring the assessment process is aligned with the JECC CP NLT fifteen (15) business days after request of the government.
Review higher plans, (e.g., National Security Strategy (NSS), Unified Command Plan (UCP), Contingency Planning Guidance (CPG), National Defense Strategy (NDS), Guidance for Employment of the Force (GEF), National Military Strategy (NMS), Joint Strategic Capabilities Plan (JSCP), Global Campaign Plan (GCP), Combatant Command (CCMD) CPs, Functional Campaign Plans (FCPs), directives, and doctrine IAW government criteria to ensure assessment process is in alignment NLT fifteen (15) business days after request of the government.
Support the Operations Activities and Investments (OAI) lead in developing assessment plans for individual OAIs. This includes identifying OAI objective(s), key indicators, measures of effectiveness and measures of performance.
Conduct weekly data quality assurance monitoring for OAI submissions to the JECC data platform(s). Recommend corrective actions as required as identified by the government NLT 5 business days after any data quality issues are identified.
Conduct monthly support to development of the JECC Annual History Report to capture annual campaign activities. Provide draft monthly summary report as identified by the government NLT 15 business days of the following month.
Incorporate JECC Lessons Learned, After Action Reports, and Trip Reports into assessment cycle as identified by the government NLT 10 business days after report submission.
Incorporate JECC Defense Readiness Reporting System (DRRS) submissions into assessment cycle, as identified by the government NLT 10 business days after DRRS submission.
Collect information from internal and external sources, as identified by the government NLT five (5) business days after receiving Government comments.
Provide draft monthly and annual assessments for each JECC CP Lines of Effort (LOE) based on the information collected, aggregated, and analyzed using the process outlined by the government NLT five (5) business days after receipt of Government comments.
Develop trend analyses and interpret monthly assessment results. Provide recommendations as identified by the government NLT 10 business days after assessment results published.
USTRANSCOM Combatant Campaign Plan and Other Assessment Support
Assist the government in developing USTRANSCOM CCP assessments, AJA, Quarterly Availability Table, and other operational assessments products, processes, frameworks, performance and effectiveness measures NLT fifteen (15) business days after request of the government.
Solicit, collect, aggregate, and prepare JECCs response to the USTRANSCOM CCP assessments, AJA, Quarterly Availability Tables, and other operational assessments NLT fifteen (15) business days after request of the government.
Provide briefing materials for USTRANSCOM CCP assessments, AJA, and Quarterly Availability Tables, include findings and recommendations NLT three (3) business days prior to briefing dates.
Support the response and/or creation of any Task Management Tool (TMT) requirements associated with Campaign Planning or Assessment functions IAW directed submission suspense date(s) after request of the government.
Provide subject matter expertise for JECC and J5, to include - but not limited to – JECC Strategy Forum, relevant JECC Battle Rhythm/Planning events, relevant USTRANSCOM CCP Battle Rhythm/Planning events, and associated war games/exercises/conferences as directed by the government. Submit trip report using the format provided by the government in support of the assessment process NLT five (5) business days after receipt of Government comments.
Joint Staff and other strategic Combatant Command Support
Solicit, collect, and aggregate joint insights learned from JECC strategic engagement OAIs. Apply critical thinking to consolidate strategic lessons learned to form information papers, presentations, and other means of communication to inform the joint force/joint staff on the current and future state of the joint enterprise.
Assist the government in developing USTRANSCOM CCP assessments, AJA, and other operational assessments products, processes, frameworks, performance and effectiveness measures NLT fifteen (15) business days after request of the government.
Solicit, collect, aggregate, and prepare JECCs response to operational assessments NLT fifteen (15) business days after request of the government.
Provide briefing materials for JECC assessments, Joint Staff and Combatant Command engagements, include findings and recommendations NLT three (3) business days prior to briefing dates.
Support the response and/or creation of any Task Management Tool (TMT) requirements associated with Campaign Planning, Joint Engagements or Assessment functions IAW directed submission suspense date(s) after request of the government.
