- Direct and oversee all Human Resources and Payroll operations, programs, services, and personnel.
- Develop and implement strategic workforce planning, recruitment, retention, and succession planning initiatives.
- Advise district leadership on personnel matters, organizational development, employee relations, and employment law compliance.
- Develop, recommend, and administer personnel policies, procedures, and regulations in accordance with federal and state laws and governing board directives.
- Ensures payroll and employee service functions comply with applicable laws, regulations, district policies, and auditing requirements.
- Lead complex employee relations matters, workplace investigations, disciplinary actions, grievances, and conflict resolution processes.
- Oversee compensation, classification, benefits, leave administration, substitute management programs and employee wellness initiatives.
- Ensure compliance with employment laws, certification requirements, audits, reporting obligations, and regulatory requirements.
- Direct labor and employee relations activities and serve as the district's primary HR representative in legal and employment matters.
- Oversee HR/Payroll information systems, personnel records, and department operations to ensure efficiency, accuracy, and confidentiality.
- Develop and manage the Human Resources budget and monitor departmental expenditures.
- Provide leadership for employee training, professional development, performance management, and organizational effectiveness initiatives.
- Supervise and evaluate Human Resources and Payroll staff and foster a culture of collaboration, accountability, and customer service.
- Serve as a member of the district leadership team and provide reports, recommendations, and presentations to executive leadership and the Governing Board.
- Perform other duties as assigned.
- Bachelor's degree in Human Resources, Business Administration, Public Administration, Educational Leadership, or a related field.
- Five (5) years of progressively responsible human resources experience, including supervisory or management experience.
- Experience in employee relations, payroll functions, compliance, policy administration, and organizational leadership.
- Strong working knowledge of school finance software
- Proficiency in Microsoft Office (Excel, Word), Google Apps
- Master's degree in Human Resources, Business Administration, Public Administration, Educational Leadership, or a related field.
- SHRM-SCP, SPHR, or comparable senior-level HR certification.
- Experience in school district, governmental, or public-sector human resources and payroll administration.
- Extensive knowledge of human resources management, organizational development, and employment law.
- Knowledge of employment practices.
- Ability to develop and implement strategic initiatives and long-range workforce plans.
- Ability to analyze complex personnel issues and recommend effective solutions.
- Ability to interpret laws, regulations, policies, and contractual provisions.
- Strong leadership, communication, negotiation, and relationship-building skills.
- Ability to maintain confidentiality and exercise sound judgment in sensitive matters.
- Ability to effectively supervise, mentor, and develop staff.
- Valid Arizona IVP Fingerprint Card or be able to obtain one
- MMR immunization required, unless born prior to January 1, 1957
- Negative TB test (within the last year)
- Valid Arizona driver's license
